AGENDA
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Leeward
Planning Commission of the County of Hawaii in accordance with the provisions of Chapters 91
and 92, Hawaii Revised Statutes, Section 6-7.5(a) of the Charter of the County of Hawaii; and
Planning Commission Rules of Practice and Procedure.
NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021,which amended the Sunshine Law
to allow meetings to be remotely conducted online, effective January 1, 2022, Leeward Planning
Commission meetings will be held online, and the location listed below is open to the public to
provide testimony. The Leeward Planning Commission meeting can be viewed live online or at
location listed below. Minutes of the Leeward Planning Commission meeting will be transcribed
and posted on the Planning Department's website. Pursuant to the Governor's Emergency
Proclamation Related to Sunshine Law In-Person Meetings dated December 29, 2021, the
requirement to have at least one in-person meeting location has been suspended through
February 28, 2022. No in-person meeting location will be provided during this time period,
unless the suspension is earlier terminated or superseded by a separate proclamation.

Leeward Planning Commissioners and applicants will participate in this meeting via the

submit by mail or in person at the Hilo Planning office at 101 Pauahi Street, Suite 3, Hilo,
Hawaii 96720 or at the Kona Planning office at West Hawaii Civic Center, 74-5044 Ane
Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawaii up to two business days
prior to the hearing by 4:30 p.m.
The Planning Director's background report(including application) and recommendation report
for each agenda item will be available for review at www.planning.hawaiicounty.gov prior to the
meeting. This information can also be requested by sending an email to Noriko Sauer at
Noriko.Sauer@hawaiicounty.gov.
In the case of technical difficulties with the virtual meeting, the recording of the meeting will be
posted at www.planning.hawaiicounty.gov no later than 24 hours after the conclusion of the
meeting.

NEW BUSINESS
1. APPLICANT: AARON KAHANANUI (PL-SLU-2021-000002)
Application for a State Land Use Boundary Amendment from Agricultural to Urban for
.992 acres of land. The subject property is located at 73-4413 Hawaii Belt Road,
approximately 100 feet southeast of its intersection with Kalaoa Street, `O`oma
Homesteads,North Kona, Hawaii, TMK: (3) 7-3-017:024.
2. APPLICANT: AARON KAHANANUI (PL-REZ-2021-000011)
Application for a Change of Zone from an Agricultural-1 acre (A-la) zoning district to a
Single-Family Residential 15,000 square feet(RS-15) zoning district for .992 acres of
land. The subject property is located at 73-4413 Hawaii Belt Road, approximately 100
feet southeast of its intersection with Kalaoa Street, `O`oma Homesteads,North Kona,
Hawaii, TMK: (3) 7-3-017:024.

3. PLANNING DEPARTMENT PRESENTATION: Presentation of long-range land use
and infrastructure planning goals for lands under the jurisdiction of the Leeward Planning
Commission based on the Kona Community Development Plan (CDP), South Kohala
CDP,North Kohala CDP and Hawaii County General Plan.
PLANNING DIRECTOR'S REPORT
1. Report on Short Term Vacation Rental (STVR)program for lands under the
jurisdiction of the Leeward Planning Commission.
2. Report on Special Management Area(SMA) determinations, minor permits and
enforcement action issued by the Planning Director.

The Leeward Planning Commission's next monthly meeting is scheduled for Thursday,
February 17, 2022 by interactive video conference via Zoom and at the West Hawaii
Civic Center, Community Center, Building G conference room.
ADJOURNMENT
Submitting Testimony Pursuant to Hawaii County Planning Commission Rules of
Practice and Procedure (PC), Rule 1, General Rules, a person desiring to submit written
testimony shall indicate her/his name; address; and whether the testimony is on her/his behalf or
as a representative of an organization or individual. If testimony is being submitted on behalf of
an organization, documentation showing membership ratification should accompany the
testimony. Public testimony can be submitted by mail or email. Those submitting written
testimony by mail should provide one copy for distribution. Public testimony submitted by mail,
should be mailed to the Leeward Planning Commission at the Planning Department office
addresses in Hilo and Kona listed below under Board Packet. Mailed testimony should be
provided at least one week prior to the hearing date to allow for mailing and thorough
Commission review. Public testimony that is submitted by email to
LPCtestimony@hawaiicounty.gov, should be submitted before 4:30 p.m. two (2)business days
prior to the Commission meeting. Additionally, pursuant to Rule 1, the Chairperson may limit
testimony that is irrelevant or unduly repetitious.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County
Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County
Code}. A lobbyist means "any individual engaged for pay or other consideration who spends
more than five hours in any month or$275 in any six-month period for the purpose of attempting
to influence legislative or administrative action by communicating or urging others to
communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}
Registration forms and expenditure report documents are available at the Office of the County
Clerk, 25 Aupuni Street, Room 1402, Hilo, Hawaii 96720.

provided to members of this board for this meeting is available for public inspection during
