The County of Hawaii is launching its new Electronic Processing & Information Center (EPIC)
permit system on July 26,2021. Only electronic applications will be accepted after that date. For

Sorry for the late submittal, but we wish to update the exhibits that accompanied our letter to the Windward
Planning Commission dated December 30, 2021. The only change is the addition of a new Exhibit E that
illustrates a typical shoulder condition without curb, gutter or sidewalk improvements.

As the only activity on the east side of Highway 130 that would generate pedestrian traffic, it would be reasonable to
accommodate all pedestrian movements within property rather than along Highway 132 frontage

The Project Site plan below shows the approximately location of crosswalks at the Highway 130& 132 intersection,
where pedestrian traffic is focused. Pedestrian movements along Highway 132 are expected to be minimal simply
because there are no other commercial uses to the east beyond the Project Site
