BEFORE THE BOARD OF ETHICS COUNTY OF HAWAI`I In the Matter of the Petition by PETITION NO. 2021-12 Joaquin (Joe) Belisario, Petitioner. ORDER DISMISSING PETITION Initial Review: September 13, 2021 ORDER DISMISSING PETITION By Petition dated August 16, 2021, with the Hawaii County Board of Ethics (hereinafter "the Board"), Petitioner Joaquin (Joe) Belisario (hereinafter referred to as "Petitioner") alleging that a member of the County Council was in violation of the Hawaii County Code and Hawaii County Charter, specifically, (1) "Sue Leeloy ignored the laws previously stated above and should be held accountable for her actions to ensure the public's trust"; (2) "Leeloy failed to make the required full disclosures of the above -mention instances to the council"; and (3) "Leeloy's alleged affair with Neil Tanaka should also result in her removal of the Chair of the Committee of Public Works and Mass Transit." At its duly noticed meeting of September 13, 2021, the Board initially reviewed and considered the above -captioned Petition pursuant to Rule 4 of the Rules of Practice and Procedure of the Board of Ethics. Petitioner appeared in person and provided his testimony to the Board. The Board also received and reviewed evidence submitted by the Petitioner. Respondent appeared in person and provided her testimony to the Board. The Board also received and reviewed evidence submitted by the Respondent.
