AGENDA
NOTICE IS HEREBY GIVIEN of the following matters to be considered by the
Game Management Advisory Commission of the County of Hawai’i in accordance
with the provisions of Chapters 91 and 92, Hawai’i Revised Statutes, Section 6-
7.5(a) of the Charter of the County of Hawai’i, and the Commission’s Rules of
Practice and Procedure.
Pursuant to Governor Ige’s proclamation, in order to minimize physical contact
and maximize social distancing, this meeting will be conducted via Zoom.
“Pursuant to Governor Ige’s Emergency Proclamation Related to Sunshine Law
In-Person Meetings dated December 29, 2021, the requirement to have at least
one in-person meeting location has been suspended through February 28,
2022. No in-person meeting location will be provided during this time period,
unless the suspension is earlier terminated or superseded by a separate
proclamation.”

TIME: 6:00 to 8:00 PM
PLACE: This meeting will be held by interactive video conference through Zoom.
The public may provide oral testimony at the meeting by calling into the
Zoom meeting. To register for access to the Zoom meeting please
provide your email to Pomaikai.Bartolome@hawaiicounty.gov no later
than 4:30 PM, on Tuesday, January 18, 2021.

3. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:

4. PRESENTATIONS:
a. Peter Simmons, Land Management and Forestry consultant for the Hawai’i
Forest Industry Association will speak on the process of converting Conservation
lands into recreational and commercial forestry purposes.
b. Virginia Beck, Legislature Public Access Room Coordinator, will give a review of
the Legislative process.
5. OLD BUSINESS:
a. Update on the County GMAC letter requesting the County Planning Department
to pursue the development of the Kaupakuea public access into the Hilo Forest
Reserve.
b. Commissioner brain storming session on the October 19, 2022 “Out Door Day”
planning.
c. Brian Ley will provide a recap on the 2021 bird hunting season.
6. NEW BUSINESS:
a. Commissioner agenda ideas for 2022 GMAC meetings.
7. ANNOUNCEMENTS:
a. Acknowledgement of the late Steve Hurt.

Executive Session: The Game Management Advisory Commission anticipates it may
convene in one or more executive sessions regarding the above matters listed on the
agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting
with the Board’s attorney on questions and issues pertaining to the Commission’s
powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS
Section 92-4 is necessary to hold an executive session.

Game Management Advisory Commission members only may be present at the Hawai’i
County Building, Office of the Mayor’s Conference Room, 25 Aupuni, Hilo, HI 96720.
Anyone who requires an auxiliary aid or service, other reasonable modification, or
language interpretation to access this meeting please contact the Office of the Mayor at
808-961-8211 as soon as possible, but no later than five (5) working days prior to the
meeting date, to arrange for accommodations. If you are a lobbyist, you must register with
the Hawaiʻi County Clerk within five days of becoming a lobbyist. {Article15, Section 2-
91.3(b), Hawaiʻi County Code. “A lobbyist is any individual who is engaged for pay or
other consideration who spends more than five hours in any month or $275 in any six-
month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials.”
Note: A meeting held by interactive conference technology shall be automatically
recessed for up to 30 minutes to restore communication when audiovisual communication
cannot be maintained with all members participating in the meeting or with the “in person”
location identified in this agenda. The meeting may reconvene when either audiovisual
communication is restored, or audio-only communication is established after an
unsuccessful attempt to restore audiovisual communication. If it is not possible to
reconvene the meeting as provided in this subsection within 30 minutes after an
interruption to communication, then the meeting shall be automatically terminated.
