Kimo Alameda Rene€ SiracusaEarl Fujikawa FrancisSmith Hannah Springer Ivan Torigoe, Deputy Corporation Counsel Roy Takemoto, Deputy Planning Director Norman Hayashi, Planning Program Manager Phyllis Fujimoto, Staff Planner Jeff Darrow, Staff Planner Kiran Emler representing Department of Public Works And approximately 12 people from the public in attendance APPLICANT: ISLAND BEAN EXPRESSO, LLC (SV 04-003) Application for a Sign Variance to allow deviations from the requirements of Chapter 3 (Advertising and Signs), Article 2 (Kailua Village Signs), Division 1, Sections 3-74 (sign height) and 3-75 (prohibited signs) of the Hawaii County Code, as amended. The property is located at the southern corner of Kuakini Highway and Hanama Place, Kailua-Kona, North Kona, Hawaii, TMK: 7-5-7:33. SPRINGER:Commissioners. We€re now taking up the matter of Island Bean Expresso, LLC, their application for a sign variance to allow deviations from the requirements of Chapter 3 (Advertising and Signs), Article 2 (Kailua Village Signs), Division 1, Sections 3-74 (sign height) and 3-75 (prohibited signs) of the Hawaii County Code, as amended. The property is located at the southern corner of Kuakini Highway and Hanama Place, Kailua-Kona, North Kona, Hawaii, TMK: 7-5-7:33. Mr. Darrow? DARROW:Thank you, Madam Chair. Before I begin I€d like to make one correction to the background report, Number 4 on page 2 in Kailua Village Special thth District. The December 9 2003 date should be August 17 2004. That date is correct belowthatundertheincidents.IfImaydirectyourattentiontothelocationmapthis-the area of this application is in the North Kona district, specifically on the corner of Hanama PlaceandKuakiniHighway.KuakiniHighwayisthiswidethickline,whiteline, running in a somewhat northerly-southerly direction on the map. The area is very close EXHIBIT D to the Kona Planning Department, so if you€re familiar with that area. Right across the street they have the Kona-, Kona- I€ll get this correct, the Kona Coast Complex, I believe, Kona Center Complex. And, directly within the parking lot towards Kuakini is a little kiosk that has been constructed there. It€s those photos going around. Looking at the site map, this would be Hanama Place here, this would be Kuakini Highway here. Across the street you have the Big Island Grill, you would have the Kona Planning Department and the County Complex across the street, as well as some County Complex€s within the Kona Coast structure. Within the parking lot area towards- closer to Kuakini you have a small kiosk that€s constructed there. The applicant in this case, Island Bean Expresso, LLC, is requesting a deviation from the Sign Code, a variance from section 3-74 (sign height) and 3-75 (prohibited signs). The maximum height for the Sign Code is 5-1/2 feet. They€re requesting a sign height of 9 feetandabove.Theprohibitedsign,theydon€tallowanysignwhichisdisplayedonany roof, or mansard roof, or any sign attached to a building that extends above the lowest edge of any portion of the roof or mansard roof. The applicant is requesting to attach this sign on the facia of the kiosk. The reason for that is because looking at the pictures towards Kuakini you€ll see that the elevation of Kuakini is quite higher than the elevation of the foundation of the kiosk. This will allow the applicant the opportunity to be able to have the sign visible from Kuakini Highway and be able to have potential business drawn in from it. As mentioned earlier Kailua Village Design Commission met on this matter and on th August 17 they recommended to, the approval of the sign variance to the Planning Commission. That is Exhibit C in your background report. The Planning Director is recommending that the proposed sign variance be approved by the Planning Commission. Are there any questions? Do you have any- did you receive the Planning Department€sbackgroundreportandrecommendation? 2 KIM:Yes. SPRINGER:Do you have any comments to make at this time? KIM:No. SPRINGER:Commissioners, do you have any questions of the applicant? Commissioner Siracusa? I€m sorry-. SIRACUSA:Yes, we have an architectural rendering here and we also have some color photos; and the roof looks totally different. There€s a hip roof in the color photos and- and this is- and so it€s hard for us to see where- you, you know, which is the right one. Well, obviously, the photograph, I€m sorry. But where then will the actual sign go on the hip roof because it€s- this doesn€t give us an accurate representation. Couldyouclarifythatplease? DARROW:CommissionerSiracusa,ifIcouldI€llputupanotherrenderingand that will be able to show the sign in relation to the kiosk on top of it. And this sign will be located on the Kuakini side of the kiosk facing Kuakini Highway. If you€ll give me a brief moment I€ll place that rendering up. SIRACUSA:I€ll gladly give you a brief moment. SPRINGER:And at this time, ma€am, could you please give us your name and address, residential address for the record. KIM:May name is Susie Kyong Kim. And, my address is 75-5799 Hanama Place. SPRINGER:Thank you. KIM:I can explain the roof if you would like me to, the reason the two different drawings. Walter Stewart Fullerton, the architect, who finished the project acquired the business Western Pacific Homes from another architect who skipped out of town after my project was a year in. So there might be a drawing there that€s old. This project has taken me 2-1/2 years, so-. DARROW:Just for clarification, Mrs. Kim, is that a more accurate rendering of what the kiosk will look like, as well as the sign? KIM:The one that€s getting passed around- yeah that is the final one. Thank you. SIRACUSA:Oh, I see, that wasn€t clear okay- there was a pitch change on the roof and it wasn€t clear at all in the photograph. There€s no shadow to indicate it or anything like that. 3 SPRINGER:Thanks for your help with that Norman- that is passing the architectural renderings for the Commissioners to view. Commissioners, do you have any questions or discussion to engage in at this time? If not we€re ready for a motion. SIRACUSA:Okay. In the matter of the Sign Variance Application Number 04-003, applicant Island Bean Expresso LLC, I move that the Commission approve the sign variance as requested. SPRINGER:Thank you.
