Pursuant to Governor Ige’s proclamation, in order to minimize physical contact and maximize social distancing, this meeting will be conducted via Zoom. “Pursuant to Governor Ige’s Emergency Proclamation Related to Sunshine Law In-Person Meetings dated December 29, 2021, the requirement to have at least one in-person meeting location has been suspended through February 28, 2022. No in-person meeting location will be provided during this time period, unless the suspension is earlier terminated or superseded by a separate proclamation.” DATE: Tuesday, February 15, 2022, TIME: 6:00 to 8:00 PM PLACE: This meeting will be held by interactive video conference through Zoom. The public may provide oral testimony at the meeting by calling into the Zoom meeting. APPROVAL OF MINUTES: January 18, 2022 3. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: County of Hawai‘i is an Equal Opportunity Provider and Employer.  Statements from the public will be taken throughout the meeting. 4. PRESENTATIONS: a. Big Island Invasive Species Committee (BIISC) Communications Director, Franny Brewer will speak about games resources being identified as “invasive species.” b. West Hawai’i DOFAW Wildlife Biologist Kanalu Sproat will discuss possible reasons for the game bird decline. c. Hawai’i Firearms Coalition Director Todd Yukatake will give us an update of related bills in the Legislature. 5. OLD BUSINESS: a. Review and approval of GMAC testimonial letters for the following Legislative bills: SB 3299, SB 3298, SB 2994, and HB 662, to submit to Mayor Roth for support. 6. NEW BUSINESS: a. Commissioner agenda ideas for 2022 GMAC meetings. 7. ANNOUNCEMENTS: a. District 2 and 7 GMAC commissioner vacancies. 8. COMMISSIONERS REPORT BY DISTRICT: 9. COMMITTEE REPORTS: 10. ADJOURNMENT: (8:00 pm) Executive Session: The Game Management Advisory Commission anticipates it may convene in one or more executive sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting with the Board’s attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. Game Management Advisory Commission members only may be present at the Hawai’i County Building, Office of the Mayor’s Conference Room, 25 Aupuni, Hilo, HI 96720. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Office of the Mayor at 808-961-8211 as soon as possible, but no later than five (5) working days prior to the meeting date, to arrange for accommodations. If you are a lobbyist, you must register with the Hawaiʻi County Clerk within five days of becoming a lobbyist. {Article15, Section 2- 91.3(b), Hawaiʻi County Code. “A lobbyist is any individual who is engaged for pay or other consideration who spends more than five hours in any month or $275 in any six- month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” Note: A meeting held by interactive conference technology shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the meeting or with the “in person” location identified in this agenda. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this subsection within 30 minutes after an interruption to communication, then the meeting shall be automatically terminated.
