COUNTY OF HAWAII DRAFT 2022 ACTION PLAN (AP) for
2020-2024 CONSOLIDATED PLAN (CP) WITH THE U.S
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
Pursuant to 24 CFR Part 91, the County of Hawaii's Office of
Housing and Community Development (OHCD) has developed and
published its draft 2022 Action Plan (AP) for the HUD's
Community Development Block Grant (CDBG) Program and is
providing affected citizens an opportunity to examine its
contents and to submit comments on the draft AP.
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The County of Hawaii anticipates that the County's total 2022
CDBG allocation is $2,600,000.00. This amount is an
approximation, and the County will proportionally adjust its
proposed project funding levels by increasing or decreasing the
actual project amounts to the actual funds received. In
addition, the County also anticipates receiving $100,000.00 of
additional program income from the Residential Emergency Repair
for a total $2,700,000.00 of CDBG monies. To meet the County's
five (5) year CP, Priorities and Objectives, the following
projects will be included in the 2022 Action Plan.
2022 CDBG Projects Amount
Mental Health Kokua - Kona Residential
Housing Renovations $271,149.00
Mental Health Kokua - Hilo Residential $650,000.00
Complex Housing Renovations
West Hawaii Emergency Shelter and Facility $650,000.00
Energy Efficiency Improvements
Hamakua Youth and Community Center Improvements - Phase 1 $588,851.00
Administration, Planning & Fair Housing $540,000.00
Total $2,700,00.00
The CDBG project amount for all projects may change to
accommodate the actual amount of grant funds or program income
received or if there are any cancelled project(s) or
reprogramming of CDBG funds. In its efforts to expedite and
timely implement its projects, the Public is advised that the
County of Hawaii may utilize County funds for the West Hawaii
Emergency Shelter and Facility Photovoltaic Energy Efficiency
Improvement project to incur pre -award cost under the CDBG
program that will not exceed 250 of current CDBG allocation.
This is in accordance with the CDBG regulations 24 CFR
570.200(h)(1), Reimbursement for pre -award costs.

PUBLIC COMMENT PERIOD
The draft 2022 AP will be available for public review and
comment from February 10, 2022 to March 11, 2022 at the
following locations, Monday through Friday, 7:45 a.m. to 4:30
p.m., except on holidays and on the County of Hawaii's OHCD

Persons, particularly those who are of low and moderate income, are
encouraged to submit their comments regarding the activity or
activities that are being proposed in their area.
The OHCD will consider any comments and views expressed by citizens on
the draft 2022 AP and may modify the plan if it deems appropriate.
Citizens who wish to comment on the draft plan must submit their
comments in writing or fax (808/961-8685) to the OHCD by March 11,
2022, in order for the Hawai'i County Housing Agency (HCHA), Finance
Committee and Hawai'i County Council to consider them in their approval
of the final 2022 AP. The Hawai'i County Housing Agency, Finance
Committee and Hawai'i County Council will be meeting on April 5, 2022
and April 20, 2022 respectively.
As required by the Housing and Community Development Act of 1974, a
Plan to Minimize Displacement and the County's Final Annual Community
Assessment Report for its program year 2020 with HUD will also be
available for public review at the OHCD in Hilo and Kailua-Kona.
