EMC Commissioners’ Priorities for 2022
SOLID WASTE
1.D
EM reports each month on progress on ISWMP goals, with specific emphasis on
reducing and recycling organic wastes. EMC supports resource management vs
waste management philosophy. (Adams)
2.Support efforts on sustainable island-wide residential food waste composting
i.Support identification of barriers and solutions with stakeholders
(Cardwell)
ii.Pilot scalable, safe and cost-effective processes to collect and convert
food waste and distribute valuable compost to users (Cardwell)
3.Enhance the availability and capacity of transfer stations to ensure residents can
effectively manage waste and reduce the likelihood of waste being improperly or
illegallydisposed. (Burns)
4.Enhance solid waste and wastewater infrastructure, given expected population
growth in the Puna district (Olson)
5.Support public-private sustainability planning in the Keahole area, particularly to
achieve sustainable water treatment for reuse. (Gaffney)
WASTEWATER
6.DEM adopts an explicit philosophy of water resource management versus
wastewater management and begins to reflect this in its planning and goals.

7.DEM to re-
identify more reasonable cost solutions. (McIntosh)
8.Support public-private comprehensive sewage management for the Keauhou area
(Fulton)
9.Recommend Council allow DEM to evaluate laterals to WWTP for Kailua Bay.

10.DEM to identify priorities for moving its infrastructure at risk of sea level rise in
the Kona area (indeed all areas) as part of county sustainability/climate planning
efforts. (Fulton)
11.Refocus efforts at Kealakehe WWTP to recover and use R-1 water locally.

12.Fixidentified imminent failure WWTPs – quickly bring to minimum safety
standards at lowest cost. (Adams)
ADMIN/INTERDEPARTMENTAL
Review and support sufficient funding and creative cost reductions
recommendedby DEM(Olson)
Work on ways to reduce how the Konno decision seems to unnecessarily prevent
cost-effective,creativesolutions to problems. (Adams)
Champion cross-agencyandmultiple stakeholder engagement in addressing life
cycle issues of waste and wastewater management. Have joint commissions
meeting(s). Request presentations byother county departments(eg DOH,
Transportation). (Adams & Olson)
Become involved in Mayor’s sustainability planning process (Adams)
Sustainable funding for DEM solid waste and wastewater programs. (Adams)
Creating a pathway for job placement and skill development within the
community to pertinent positions within DEM.
