SUBJECT: Recommendations for Nonpr _--.. •rganizations for FY 2021-2022
Enclosed for your review and consideration are the recommendations of the Human Services and
Social Services Committee (HSSSC), for the FY 2021-2022 appropriations.for.grants to
nonprofit organizations. These recommendations were made after the review of all eligible
applications provided by the Department of Finance.
In accordance with Chapter 2,Article 25, section 2-139(a)(1)(A) ofthe Hawai`i County Code,
2,500,000 is appropriated to the County of Hawai`i Nonprofit Grant Program. On January 29,
2021,the application submittal deadline,two hundred forty-three (243) applications were
received by the Department ofFinance. Sixty five (65) applications were determined ineligible
due to incomplete packet information or failure to meet the filing deadline. A total of one
hundred seventy-eight(178) applications were determined eligible with requests totaling
6,596,847.02.
For comparison, in 2020,there were two hundred twenty-nine (229).eligible applications with
requests totaling $7,543,891 for which the Council appropriated $1,500,000.
On February 12, 2021, in compliance with Chapter 2, Article 25 of the Hawai'i County Code,
one hundred seventy-eight(178) eligible applications for fiscal year 2021-2022 were transmitted
by the Department of Finance to the council members for review and appropriation of funds.
On February 16, 2021, at a meeting of the HSSSC, an ad hoc committee was formed for the
purposes of application review, applicant interviews and award recommendations. Members of
the Ad Hoc Committee were Sue Lee Loy, Chair, and Councilmembers Ashley Kierkiewicz,
Heather Kimball and Tim.Richards. The first meeting ofthe Ad Hoc Committee was held on
February 16, 2021.
On February 23, 2021, in compliance with Chapter 2, Article 25 of the Hawai'i County Code, a
revised list of the organizations and applicable information was submitted as five (5) additional
applications were deemed eligible.

On March 8th, 9th, 10th and l lth, 2021, and in compliance with Hawai`i Revised Statutes,
Section 92-2.5 and Hawai`i County Code, Chapter 2-25, the ad hoc committee conducted
one hundred eighty (180) interviews. All interviews took place at Council Chambers in Hilo and
applicants were connected via Zoom. In consideration of time and costs, the ad hoc committee
made a decision not to hold site visits this year.
On March 17, 2021, in compliance with Chapter 2, Article 25 ofthe Hawai'i County Code, a
revised list ofthe organizations and applicable information was submitted as two (2) additional
applications were deemed eligible.
On March 23, 2021, in compliance with Hawai`i Revised Statutes, Section 92-2.5 and Hawai`i
County Code, Chapter 2-25, the ad hoc committee conducted two (2) additional interviews via
Zoom.
Although amounts requested by organizations far exceeded recommended award amounts, all
applicants expressed their understanding and conveyed their determination to continue providing
services to supplement the needs of our island communities and increasing population.
Exhibit A is a spreadsheet that shows the ad hoc committee's recommendations for fiscal year
2021-2022.

their contribution in helping us make this Ad Hoc Committee process an efficient undertaking. I

their assistance in processing the applications.
