Lee Loy, Chair, Human Services and cy ittee SUBJECT: Report from ad hoc committee regarding orientation for FY 21-22 and process recommendations for the Nonprofit Grants Program On May 18, 2021, at a meeting of the Human Services and Social Services Committee and pursuant to Hawaii Revised Statutes Section 92-2.5(b), an ad hoc committee, hereinafter ADHOC"), was formed for the purposes of developing and providing an onboarding and orientation process for the FY 2021-2022 nonprofit Grant-in-Aid program, hereinafter("GIA") awardees. The scope of the ADHOC was limited to developing and providing an orientation process for awardees to include 1) a request to collect community data; 2) identify barriers for nonprofits; and 3)the possible development of a refined application and/or reporting process. Members of the ADHOC were Sue Lee Loy, Chair, and Council Members Ashley Kierkiewicz, Heather Kimball, and Tim Richards. On June 10, 2021, the ADHOC met to coordinate calendars and develop an agenda and orientation process for GIA awardees. The orientation was set for July 13, 2021. Announcements regarding the orientation session were included with the contract packets for all of the GIA awardees. A copy ofthe invitation flyer is attached hereto as Exhibit A. On July 13, 2021, the orientation and onboarding meeting via Zoom was held with 51 participants. During this presentation, the participants were introduced to the CHANGE framework. The CHANGE framework identifies six essential sectors or areas that affect the overall well- being of these islands and people. This curated data set helps us understand the interconnected nature of the sectors and how they affect one another. Doing so allows us to examine the root causes and create effective solutions to solve Hawai'i's greatest challenges. At the onboarding meeting of July 13, 2021, awardees were asked to familiarize their program with the CHANGE framework and were encouraged, on a voluntary basis, to begin to collect data points of the CHANGE framework. Date OCT 2 5 2023 Page 2 of 2 At the onboarding meeting of July 13,2021,the ADHOC launched a pulse survey for awardees to identify barriers for nonprofits. The following questions were included in the survey: Which geographical area do you serve? If you had an opportunity to expand your program(s), which geographical area would you like to serve? Of the CHANGE framework, which category best fits your program? (check all that apply) How well do you understand the Logic Model? (1=not well; 5=very well) How well do you understand the GIA Program? A copy of the survey results is attached hereto as Exhibit B and satisfies Task 1 and 2 of the ADHOC scope of work outlined on May 18, 2021. On July 28, 2021,ADHOC members, Kierkiewicz, Richards (portion of), and Lee Loy met with Ted Schrey to discuss the governing authorities (Hawai`i County Code Chapter 2, Article 25). Recommendations The ADHOC recommends the following: Pursuant to Hawaii Revised Statues Section 92-2.5(b), an ad hoc committee, hereinafter("ADHOC")be formed for the purposes of: 1. Revise and refine the GIA application to identify with the six sectors of data collection; 2. Revise and refine the GIA application and request for proposals/interests to utilize the Logic Model when applying for the GIA; 3. Revise and refine the GIA application to award funding based on the delivery of programs and services; 4. Revise and refine roles, duties, responsibilities of Council Chair's staff to serve as contract monitors for the GIA program. Rebrand and refresh the GIA program I would like to thank our Council Members Heather Kimball, Ashley Kierkiewicz, and Tim Richards, for their continued service on this ADHOC, as well as our staff and Council Services for their contribution in helping us make this ADHOC process an efficient undertaking. I also extend my gratitude towards Finance Director Deanna Sako, Lisa Tada, Ted Schrey, and their staff for their assistance in evaluating this process.
