SUBJECT: Proposed Amendments to 1 o. 43; an Ordinance to Amend Ordinance No. 20-
45, as Amended, the Operating Budget for the County ofHawaii for the Fiscal
Year ending June 30, 2021.
Please see below proposed amendments to Bill No. 43. This amendment adds 1) Exhibit A to
assist the Administration with areas to expend on department and projects that further assist with
Coronavirus State and Local Fiscal Recovery Funds; and 2) adds new sections to ensure funding
will be utilized as required by the grantor.
The proposed amendments are illustrated below in Ramseyer format with respect to the contents
of Bill No. 43; material to be added is underscored.
1. A new section is inserted into Bill No. 43 as SECTION 3 to read as follows:
SECTION 3. Attached hereto and incorporated by reference is Exhibit A identifvina a
list of projects to be funded and each project's corresponding_ funding amount. The
balance of revenues appropriated by this ordinance that are not identified and dedicated
to the pro-ects in Exhibit A shall be expended on projects that further assist with the
Coronavirus State and Local Fiscal Recovery Funds."
2. A new section is inserted into Bill No. 43 as SECTION 4 to read as follows:
SECTION 4. Any funds specifically dedicated to the proiects identified in Exhibit A that
are not expended for the purposes described in Exhibit A shall be returned to the
Coronavirus State and Local Fiscal Recovery Funds."

4. SECTION 4 is renamed to SECTION 6.
5. Exhibit A is attached to Bill No. 43 listing various_ departments and projects to be funded.
A draft copy of the draft 2 ofthis bill that would result if these proposed amendments are
adopted is attached.

BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 309

BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAPI:
SECTION 1. Ordinance No. 20-45, as amended, is hereby further amended by appropriating
revenues in the following amount(s) to the fund(s) as set forth in Section 2.

SECTION 3. Attached hereto and incorporated by reference is Exhibit A identifying a list of
projects to be funded. Any funds not identified by Exhibit A shall be expending on projects that further
assist with the Coronavirus State and Local Fiscal Recovery Funds.
SECTION 4. Any funds remaining from project identified in Exhibit A shall be returned to the
Coronavirus State and Local Fiscal Recovery Funds.
SECTION 4. A final report, or the final report required by the grantor, shall be submitted to the
Council upon completion ofthe grant program(s).
SECTION 5. This ordinance shall take effect upon the earlier of. its approval or on
June 30,- 2021.
