ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 4, OF THE HAWAII COUNTY
CODE 1983 (2016 EDITION,AS AMENDED), BY ADDING A NEW SECTION
RELATING TO TEMPORARY POSITIONS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 2,Article 4, of the Hawai`i County Code 1983 (2016 Edition, as
amended) is amended by adding a newsection to be appropriately designated and to read as
follows:
Section 2- . Temporary positions; notification to the council.
a) ." The director of finance shall notify the council about any person employed
under a contract for less than ninety days if:
1) The salary is $5,000 or more per month; and
2) The temporary position is unrelated to a state of emergency declaration.
b) Notification to the council shall consist of a report, submitted no later than
thirty days after the effective date of the contract,to be placed on the council
committee agenda designated to handle matters of finance. The report shall
contain the name and the qualifications of the temporary employee,the cost of
the contract,the service to be performed, and an explanation of why existing
County personnel is unable to provide that service."

SECTION 3. Severability. If any provision of this ordinance, or the application
thereof to any person or circumstance, is held invalid, the invalidity does not affect other
provisions or applications of the ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of this ordinance are severable.
SECTION 4. This ordinance shall take effect upon approval.
