STATE OF HAWAII 126 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HALE MUA CULTURAL GROUP TO ASSIST THE ROYAL ORDER OF KAMEHAMEHA I, MAMALAHOA, WITH THE REHABILITATION OF KAMEHAMEHA HALL. WHEREAS, the Royal Order of Kamehameha I ("Royal Order") was established in 1865 by King Kamehameha V, and the second chapter, Mamalahoa, was established in Hilo in 1907 by Prince Jonah Kuhi6 Kalaniana`ole; and WHEREAS, the Hale Mua Cultural Group is a 501(c)(3) nonprofit organization that supports Native Hawaiian cultural preservation and serves as the fiscal sponsor for Mamalahoa by receiving and processing all donations made to the chapter; and WHEREAS, Mamalahoa built Kamehameha Hall, located at 1162 Kalaniana`ole Avenue in Keaukaha, in 1938 for meetings and social events, and is the only remaining hall of the Royal Order in the State of Hawaii; and WHEREAS, Kamehameha Hall was added to the National Register of Historic Places in 1993, but due to age and termite damage, it has fallen into a state of disrepair and has been deemed unfit for occupation; and WHEREAS, the Hale Mua Cultural Group supports the efforts of Mamalahoa to rehabilitate Kamehameha Hall to host a community learning center, a ho`oponopono program for conflict resolution, a Hawaiian cultural entrepreneurial program, a delinquent intervention program, and a meeting place for community and civic organizations; and WHEREAS, the Hale Mua Cultural Group is requesting funds to assist with expenses relating to the retention of a structural engineering firm and the development of a plan to rehabilitate Kamehameha Hall for use as a community center; and WHEREAS, the Department of Research and Development supports projects that promote the Native Hawaiian history and culture and social economic growth; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Department of Research and Development to provide a grant to the Hale Mua Cultural Group to assist the Royal Order, Mdmalahoa, with expenses related to the rehabilitation of Kamehameha Hall. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,500 OUT AND FROM: 010.101.5101.91 Clerk -Council SVC — Contingency Relief $2,500 CREDITED TO: 010.161.5162.98 Department of Research and Development HI County Resource Center 115 Misc. Contract Services Hale Mua Cultural Group — Kamehameha Hall) 2 2,500 BE TI' FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
