WHEREAS, there are 1.4 million people residing in the State of Hawai`i, and per the Department of Attorney General, Crime Prevention& Justice Assistance Division and the Honolulu Police Department, it is estimated that there are currently 1.2 million firearms existing in the State of Hawai`i; and WHEREAS, it is estimated via population analysis, that over a quarter million ofthose firearms are located in the County of Hawai`i; and WHEREAS, legal firearm owners residing in the County of Hawai`i have no legal and publicly accessible shooting facility to safely acquire proper firearms training, or to introduce family and friends to shooting sports; and WHEREAS, nationwide, more people participate in shooting sports than baseball, soccer, and skiing, and shooting is recognized as an Olympic sport; and WHEREAS,the Hawaii Police Department, and employees of state and federal agencies that require annual or more frequent firearms recurrence training, do not have a suitable public facility in the County of Hawai`i; and WHEREAS, increasingly, schools and youth organizations have developed programs relating to shooting sports, but lack safe and adequate public multi-purpose shooting facilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports the development of an adequate, safe, and ecologically responsible public shooting facility for the Island of Hawai`i: BE IT FURTHER RESOLVED that the Hawai`i County Council will encourage the appropriate agencies to establish a working group of recreational shooters, hunters, and government agencies to facilitate activities toward: 1. Determining basic facility shooting requirements, i.e. type of shooting venues desired, for example rifle, pistol, shotgun, air gun, archery, or other shooting sports. 2. Constructing a preliminary diagram showing all desired shooting venues and the basic infrastructure required to support them, and determine the land size necessary for construction, incorporating any required safety zones in order to prevent projectile escapement. 3. Creating and publishing a"Shooting Facility Requirements Manual" incorporating the work of the aforementioned working group, presenting a list and description of shooting venues desired, along with the required infrastructure, and the priority of construction. 4. Conducting a review of appropriate building sites, elements driving construction, accessibility, gunfire sound propagation, lead management ability, cultural and biological use restrictions, climatology, access to utilities, and vandalism protection, etc. nestimateofdesign, time-phased construction, and facilityoperational5. Preparing an s g ,p P costs. 6. Identifying sources of revenue. 7. Seeking support from potential and/or identified facility development and operational entities.
