HomeMy WebLinkAboutRES 349 Draft 01 2016-2018COUNTY OF HAWAII -•_iN'' %st'= STATE OF HAWAII RESOLUTION NO. 349 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT ANDFROMADESIGNATEDFUNDACCOUNT CREDITING SAME TO A DESIGNATED FUND ACCOUNT FOR A REIMBURSEMENT OF EXPENSES TO ASSIST WITH GROUND TRANSPORTATION FOR THE 2017 CHILDREN'S DAY AT MO`OKINI HEIAU. WHEREAS, oral tradition states that when the high chief Mo`ikeha came from Tahiti in the fifth century he brought his kahuna nui Kuamo`o Mo`okini, who disembarked at Kohala and built the first heiau there; and WHEREAS, oral tradition states that in the twelfth century,the high priest Pa`ao arrived from central Polynesia, introduced the kapu system, and enlarged Mo`okini Heiau to become a luakini, a large heiau dedicated to the war god Ku where ruling chiefs prayed and human sacrifices were offered; and WHEREAS, Mo`okini Heiau served as the home of the war god Kuka`ilimoku until the construction of Pu`ukohola Heiau in 1791; and WHEREAS, Mo`okini Heiau was spared the desecration that befell most heiau following the end of the kapu system in 1819; and WHEREAS, entrance to Mo`okini Heiau was restricted to those of chiefly or priestly lineage until kahuna nui Leimomi Mo`okini Lum lifted the kapu in 1978 and rededicated the heiau to the children of the land; and WHEREAS,the kahuna nui rededicated Mo`okini Heiau again in 1994, this time to the children of the world; and WHEREAS, for approximately the last 35 years, Leimomi Mo`okini Lum has hosted an annual Children's Day to continue sharing the rich history of Mo`okini Heiau and to perpetuate its cultural heritage to future generations; and WHEREAS, the Mass Transit Agency will use approximately 10 buses to transport 450 students from various intermediate schools around Hawai`i Island to Mo`okini Heiau; and WHEREAS, the Mass Transit Agency requests funding to provide a reimbursement of expenses to assist with ground transportation for the 2017 Children's Day at Mo`okini Heiau, scheduled for November 3, 2017; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Mass Transit Agency to assist with ground transportation for the 2017 Children's Day at Mo`okini Heiau. BE IT FURTHER RESOLVED that the Council ofthe County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: 2,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief 2,000 CREDITED TO: 010.311.5311.02 Mass Transit Agency 2,000 Mass Transit OCE " 115 Misc. Contract Services Children's Day at Mo`okini Heiau) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Mass Transit Administrator and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
