RESOLUTION NO. 397 1/
A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION OF TWO
MOBILE MULTI" COUNTING DEVICES TO THE DEPARTMENT OF.PUBLIC
WORKS.
WHEREAS, the Hawai`i Public Health Institute, a 501(c)(3) nonprofit organization, is
donating two "Mobile MULTP' counting devices, manufactured by Eco-Counter and valued at
8,000 each, to the Department of Public Works; and
WHEREAS, the "Mobile MULTI" is a durable, self-contained, battery-powered, and
pole-mounted device that counts pedestrians and bicyclists, and differentiates between the two,
for statistical analyses of path and trail use patterns; and
WHEREAS,Article XIII, Section 13-12, of the Hawai`i County Charter provides that
the Council, on behalf of the County, may accept gifts of donations of money, securities or other
personal property or of real estate or any interest in real estate, and Chapter 2, Article 30, Section
2-162(a) ofthe Hawai`i County Code 1983 (2016 Edition, as amended), states that any gifts or
donations of money, securities, or personal property which fall within the capitalization
procedures of the Department of Finance, may be accepted by resolution approved by the
Council; and
WHEREAS,the Department of Public Works recommends the acceptance of this
donation, and will initially install one device in East Hawai`i and one device in West Hawai`i;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in
accordance with Article XIII, Section 13-12, of the Hawai`i County Charter, and Chapter 2,
Article 30, Section 2-162(a) ofthe Hawai`i County Code 1983 (2016 Edition, as amended), the
Council of the County of Hawai`i accepts this donation of two "Mobile MULTP'counting
devices.
BE IT FINALLY RESOLVED that a letter of appreciation and a copy of this resolution
to acknowledge this generous donation be sent to Jessica Yamauchi, Executive Director of the
Hawai`i Public Health Institute, 850 Richards Street, Suite 201, Honolulu, Hawai`i 96813, and
that a copy of this resolution be sent to the Department of Public Works, the Department of
Finance, and the Office of the Mayor.
