RESOLUTION NO. 420 1
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO
ASSIST WITH EXPENSES RELATED TO A RESEARCH PROJECT ON RAT
LUNGWORM DISEASE.
WHEREAS, Malama 0 Puna is a 501(c)(3) nonprofit organization that works for the
benefit of Puna, the agricultural district that has been most affected by rat lungworm disease in
Hawai`i County; and
WHEREAS, rat lungworm disease is caused by a parasitic roundworm that is transmitted
to humans and some animals through interactions with host slugs, snails, and rats; and
WHEREAS, Malama 0 Puna is working with the U.S. Department of Agriculture's
Animal and Plant Health Inspection Service (USDA-APHIS) and with Susan Jarvi, Ph.D., a
professor at the Daniel K. Inouye College of Pharmacy at the University of Hawai`i Hilo, to
research and identify safe and effective food-handling practices to reduce the risk of spreading
rat lungworm disease; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, the Department of Research and Development supports innovative research
projects to increase agricultural and food self-sustainability in Hawai`i County; and
WHEREAS, funds will be provided to Malama 0 Puna to assist the USDA-APHIS and
Susan Jarvi, Ph.D., with research costs including laboratory services, supplies, and rats; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Research and Development to provide a grant to Malama 0 Puna to assist with costs related to a
research project on rat lungworm disease.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

terms of this resolution.
