RESOLUTION NO. 594 1`'`
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE 34TH
ANNUAL QUIKSILVER/BIG ISLAND PRO-AM SURFING TRIALS.
WHEREAS, the Big Island Resource,Conservation and Development Council
BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawaii Island through sponsorship of festivals,programs, and special events
unique to this island; and
WHEREAS, BIRCDC is working in partnership with the Quiksilver/Big Island Pro-Am
Surfing Trials Committee to promote,produce, and coordinate the 34th Annual Quiksilver/Big
Island Pro-Am Surfing Trials to be held in Hilo during the summer of 2018; and
WHEREAS,BIRCDC is requesting funds to cover necessary expenses relating to the
competition, including planning expenses, security, equipment rental, and permits; and
WHEREAS, the Department of Liquor Control supports this event as it is in keeping
with the goals and objectives of the department to promote community activities that are safe,
healthy, drug-free, and alcohol-free; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Resource Conservation and Development
Council for the 34th Annual Quiksilver/Big Island Pro-Am Surfing Trials.
BE IT FURTHER RESOLVED that the Council ofthe County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
