RESOLUTION NO. 1
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE
MONARCH FESTIVAL TO ASSIST WITH EXPENSES RELATED TO THE
HOKULE`A CREW RECOGNITION AND RADIO PUBLIC SERVICE
ANNOUNCEMENTS.
WHEREAS, the Merrie Monarch Festival is a 501(c)(3) nonprofit organization that
honors the life and legacy of King David Kalakaua through a week-long celebration of arts,
culture, and hula that is held annually in Hilo; and
WHEREAS, the addition of the hula competition to the Merrie Monarch Festival in
1971, together with the inaugural voyage of the Hokule`a to Tahiti in 1976, have become
indispensable factors in what has been called the Second Hawaiian Renaissance; and
WHEREAS, Hokulea crew members are continuing their community outreach mission
by recording public service announcements on Hawai`i Island radio stations to raise awareness
about the dangers and illegality of underage drinking; and
WHEREAS, on April 4, 2018, the Merrie Monarch Festival presented koa paddles to the
13 surviving members of the original Hai-ilea crew to recognize their courageous, non-
instrument voyage to Tahiti in 1976, which was the first of its kind in some 600 years; and
WHEREAS, the Merrie Monarch Festival is requesting a reimbursement to assist with
expenses related to the cost of the radio public service announcements and the koa paddles; and
WHEREAS, the Department of Liquor Control supports public programs which promote
compliance with liquor laws; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Merrie Monarch Festival to assist with expenses relating
to the Hai-ilea crew recognition and radio public service announcements.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
