RESOLUTION NO.38 19
A RESOLUTION ADOPTING THE GOALS, STRATEGIES,AND POLICIES OF
VISION ZERO TO PREVENT TRAFFIC-RELATED FATALITIES AND INJURIES.
WHEREAS, according to the State ofHawai`i Department of Transportation, 32 people
were killed in traffic-related incidents in Hawai`i County in 2018, and seven of last year's deaths
were pedestrians or cyclists, compared to five pedestrian/cyclist deaths in 2017, representing a
40 percent increase in pedestrian/cyclists deaths; and
WHEREAS, the root causes of traffic collisions are often related to policies, systems and
environments that can be improved upon with collective action and political will; and
WHEREAS, roadway infrastructure policy has a substantial impact on traffic, bicycle,
and pedestrian safety; and
WHEREAS,no one should die or be seriously injured while traveling on roadways; and
WHEREAS,Vision Zero is a comprehensive strategy to eliminate all traffic deaths and
severe injuries while promoting safe,healthy, and equitable mobility for all; and
WHEREAS, the fundamental message of Vision Zero is that all traffic deaths are
preventable and unacceptable; and
WHEREAS, following the initial implementation of Vision Zero in Sweden in the
1990s,the death rate for motorists in Sweden has been cut in half since 2000, and pedestrian
fatalities have also declined 50 percent since 2009; and
WHEREAS, major American cities including Los Angeles,New York City, Seattle, San
Francisco, Portland, Philadelphia, Boston, Chicago, Denver, Fort Lauderdale, and Washington,
D.C.,have adopted Vision Zero policies that focus on safety as a primary objective in designing
transportation projects; and
WHEREAS, Resolution No. 171-11, Draft 2, adopted on October 19, 2011, established a
Complete Streets"policy, in support of safe mobility for all roadway users in Hawai`i County;
and
WHEREAS, Vision Zero in Hawai`i County will be implemented through a
proclamation from the Mayor,the adoption of its policies by the Council, and the establishment
of a diverse task force comprising representatives from County departments and agencies,the
State of Hawai`i, and private nonprofit organizations; and
WHEREAS, the Vision Zero Task Force will meet regularly to create a County of
Hawai`i Vision Zero Plan, which among other things will prioritize data collection, traffic
enforcement, pedestrian safety around schools, and the design and construction of safe roadways,
shoulders, intersections, and pathways; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
goals, strategies, and policies of Vision Zero are adopted to prevent traffic-related fatalities and
injuries.
BE IT FINALLY RESOLVED that that the County Clerk shall transmit a copy of this
resolution to the Mayor, the Managing Director, the Director of Public Works, and the Director
of Planning.
