RESOLUTION NO. 114 .19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE AMERICAN
NATIONAL RED CROSS TO ASSIST WITH EXPENSES RELATED TO THE HOME
FIRE CAMPAIGN.
WHEREAS,the American National Red Cross is a 501(c)(3) nonprofit organization that
prevents and alleviates human suffering in the face of emergencies through its local chapters,
including the American Red Cross of Hawai`i; and
WHEREAS,the American National Red Cross has established a Home Fire Campaign
initiative that takes proactive steps with the aim ofreducing instances of home fire deaths in
Hawaii County; and
WHEREAS,the Home Fire Campaign assists with the installation of free smoke alarms,
the replacement of smoke alarm batteries, and provides fire safety education in the homes of
vulnerable populations such as the elderly and disabled; and
WHEREAS,the American National Red Cross is requesting funding assistance to assist
with staff salary to administer the Home Fire Campaign program, which includes recruiting,
training, and deploying volunteers to assist with the installation of 300 smoke alarms in Hawai`i
Island homes, and helping residents formulate their fire safety plans; and
WHEREAS, the Hawai`i Fire Department supports an aggressive approach to public
education regarding fire prevention and life safety awareness; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Hawai`i Fire
Department to provide a grant to the American National Red Cross to assist with staff salary
relating to the Home Fire Campaign program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

authorized to make the necessary transfers in accordance with the terms of this resolution.
