RESOLUTION NO. 286 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BASIC IMAGE INC.
FOR A REIMBURSEMENT OF EXPENSES RELATED TO THE 2019 HO`OLEIMALUO
SUMMER CAMP AT LEHIA BEACH PARK.
WHEREAS, Basic Image Inc. is a 501(c)(3) nonprofit organization that works to take
care of the land and the ocean by supporting park cleanups; and
WHEREAS, Basic Image Inc. is a co-sponsor of Hui Ho`oleimaluo, which is an
organization that primarily focuses on loko i'a (fishpond) restoration in the ahupua'a of
Waiakea; and
WHEREAS, Hui Ho'oleimaluO organized an inaugural summer camp at Lehia Beach
Park from late July to early August where approximately 30 youths benefited from hands-on
lessons in environmental sustainability, ocean health, and cultural activities; and
WHEREAS, Basic Image Inc. is requesting a reimbursement for expenses related to the
camp including meals for participants and the rental of equipment for electricity, sanitation,
tables, rain protection, food preparation, and sanitation; and
WHEREAS, the Department of Parks and Recreation supports facilitating a wide array
of services and opportunities that meet the needs of the Big Island community while maintaining
cultural uniqueness of our rich heritage, diversity, and the aloha spirit; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Parks and Recreation to provide a grant to Basic Image Inc. for a reimbursement of expenses
relating to the 2019 Ho`oleimaluo Summer Camp at Lehia Beach Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
