RESOLUTION NO. 288 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PATH—PEOPLES
ADVOCACY FOR TRAILS HAWAII TO ASSIST THE VISION ZERO TASK FORCE
WITH HIRING A CONSULTANT FIRM TO GATHER AND ANALYZE DATA ON
VEHICLE CRASHES IN HAWAII COUNTY.
WHEREAS, PATH—Peoples Advocacy for Trails Hawai`i is a 501(c)(3) nonprofit
organization that promotes traffic safety education, a safe environment on roadways and trails,
and alternative oil-free modes of transportation; and
WHEREAS, Vision Zero is a comprehensive strategy to eliminate all traffic deaths and.
severe injuries while promoting safe, healthy, and equitable mobility for all; and
WHEREAS, the County Council, on October 19, 2011, adopted Resolution No. 171-11,
Draft 2, supporting the establishment of a Complete Streets policy to develop a connected and
complete transportation network that reduces hazards and improves safety for all users, including
those unable to operate a motor vehicle, such as young children, the elderly, and the physically
disabled; and
WHEREAS, Mayor Harry Kim, on February 1, 2019, signed a proclamation announcing
the formation of a Vision Zero Task Force, which is charged with developing a data-driven
action plan to prevent traffic deaths on Hawai`i Island; and
WHEREAS, the County Council, on February 20, 2019, adopted Resolution No. 38-19,
supporting the goals, strategies, and policies of Vision Zero; and
WHEREAS, Act 134, Session Laws of Hawai`i 2019, requires the State and counties to
adopt Vision Zero policies and the development of a data-driven action plan to reduce traffic
fatalities to zero; and
WHEREAS, PATH—Peoples Advocacy for Trails Hawai`i is requesting funding
support to assist the Vision Zero Task Force with hiring a consultant firm to gather and analyze
data on vehicle crashes to identify the most dangerous intersections in Hawaii County; and
WHEREAS, the Planning Department provides critical program and administrative
support to the Vision Zero Task Force and the Complete Streets program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Planning
Department to provide a grant to PATH—Peoples Advocacy for Trails Hawai`i to assist the
Vision Zero Task Force with hiring a consultant firm to gather and analyze data on vehicle
crashes in Hawaii County.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Planning Director and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
