RESOLUTION NO. 358 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
ALLIANCE FOR COMMUNITY-BASED ECONOMIC DEVELOPMENT FOR A
REIMBURSEMENT OF EXPENSES RELATED TO THE VIBRANT HAWAII ISLAND
SUMMIT.
WHEREAS, a study conducted by Aloha United Way and published in 2016 found that
61 percent of Hawai`i Island households either live below the federal poverty level or have an
income above it, but not high enough to afford a basic household survival budget; and
WHEREAS, these households may be identified as being Asset Limited, Income
Constrained, Employed (ALICE); and
WHEREAS, the Hawai`i Alliance for Community-Based Economic Development
HACBED) is a 501(c)(3) nonprofit organization that works to build the capacity of families and
communities; and
WHEREAS, HACBED is providing administrative and fiscal support for the Vibrant
Hawai`i Island initiative, which will convene leading stakeholders from multiple disciplines on
Hawai`i Island to focus on poverty reduction; and
WHEREAS, Vibrant Hawai`i Island has conducted multiple rounds of listening and
outreach with stakeholders and has organized those ideas into 12 main themes, which were
presented to the Council's Governmental Relations and Economic Development Committee on
September 3, 2019, via Communication No. 374.1; and
WHEREAS, Vibrant Hawai`i Island assembled a strategy committee of stakeholders to
review gathered information and to develop a plan to transform practices, systems, and culture,
with the ultimate goal of reducing poverty through program initiatives and meaningful policy
changes over three to five years; and
WHEREAS, Vibrant Hawai`i Island held a summit on September 27, 2019, that brought
together representatives from multiple community sectors to examine further Hawai`i Island's
housing, health, education, mobility, and economy; and
WHEREAS, HACBED is requesting funds for a reimbursement of expenses for the
organizing and convening of stakeholders for the Vibrant Hawai`i Island summit; and
WHEREAS, the Department of Research and Development supports advancing
household economic self-sufficiency with diverse choices ofjobs and entrepreneurial
opportunities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Research and Development to provide a grant to the Hawaii Alliance for Community-Based
Economic Development for a reimbursement of expenses relating to the Vibrant Hawaii Island
summit.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
