RESOLUTION NO. 413 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ALOHA COUNCIL OF
THE BOY SCOUTS OF AMERICA TO ASSIST LOW-INCOME FAMILIES ON
HAWAII ISLAND WITH SCOUT MEMBERSHIP FEES AND CAMPING EXPENSES.
WHEREAS, the Aloha Council is a subsidiary organization of the Boy Scouts of
America, a 501(c)(3) nonprofit organization that trains youth in Hawai`i, Guam, and American
Samoa on responsible citizenship, character development, and self-reliance through its Cub
Scouting, Scouts BSA, Venturing, Sea Scouting, and Exploring programs; and
WHEREAS, membership for Cub Scouting is open to all youth between 5 and 10 years
of age and between 11 and 17 years of age for Scouts BSA; and
WHEREAS, the Aloha Council is requesting financial assistance to subsidize the costs
for membership fees and camping expenses for low-income families on Hawai`i Island; and
WHEREAS, the Aloha Council prohibits the use of alcoholic beverages and controlled
substances at its facilities and at any activity involving youth members; and
WHEREAS, the Department of Liquor Control supports programs that promote
substance-free lifestyles and wellness through clean, healthy activities in alcohol-free and drug-
free locations; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Aloha Council to assist low-income families on Hawai`i
Island with Scout membership fees and camping expenses.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
