RESOLUTION NO. 642 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE KEAUKAHA
PANA`EWA COMMUNITY ALLIANCE TO ASSIST WITH EXPENSES RELATING
TO THE KEAUKAHA-PANA`EWA FARMERS MARKET.
WHEREAS,the Keaukaha Pana`ewa Community Alliance (KPCA) is a 501(c)(3)
nonprofit organization that supports the Keaukaha-Pana`ewa Farmers Market, which is an
essential business as defined by the Governor's and Mayor's proclamations related to the
COVID-19 emergency; and
WHEREAS,pursuant to the aforementioned State and County emergency
proclamations,persons engaging in essential businesses are required to exercise appropriate
safety measures to stop the spread of COVID-19; and
WHEREAS, KPCA is requesting funding assistance for the continuation of safe
operations at the farmers market, including bags, face masks, hand sanitizer, a hand washing
station, and printing expenses to provide for public education; and
WHEREAS, the Department of Liquor Control supports organizations that provide drug-
free and alcohol-free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Keaukaha Pana`ewa Community Alliance for funding
assistance related to the operation of essential business activities at Keaukaha-Pana`ewa Farmers
Market.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy ofthis
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
