SUBJECT: Resolution No. 162-17, Draft 2; A Resolution Transferring/Appropriating
Contingency Relief Funds for the Fireworks Display at Hilo Bay on July 4, 2017.
Attached is Resolution No. 162-17, as amended to Draft 2 with the contents of Communication
No. 222.1, as duly approved by the Council on May 3, 2017.
The Council voted to suspend Rule No. 24-1(e) of the Rules of Procedure and Organization of
the Council, which requires the holdover of a substantively amended resolution, and adopted
Resolution No. 162-17, as amended to Draft 2.
