Require the report to state the duration of the contract; 5. Delete requirements to state the qualifications of the contractor and the explanation of why County personnel is unable to perform the service; and 6. Make other nonsubstantive changes to improve clarity. The proposed amendments are shown below in Ramseyer format with respect to the contents of Bill No. 29; material to be deleted is bracketed and stricken and material to be added is underscored. Chapter 2, Article 4, of the Hawai`i County Code 1983 (2016 Edition, as amended) is amended by adding a new section to be appropriately designated and to read as follows: Section 2-_. Temporary positions; notification to the council. a) The director of[finance] human resources shall notify the council about any person employed under a contract for less than ninety days if: 1) The salary is [$5,000] $2,500 or more per month; and 2) The temporary position is unrelated to a state of emergency declaration. b) A quarterly report shall be submitted [-: to be] and placed on the council committee agenda designated to handle matters of finance. The report shall contain the contractor's names [and the the duration of the contract,the cost ofthe contract, and the service to be performed[, and an explanation of why existing County personnel is unable to provide that service]." BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 2, Article 4, ofthe Hawai`i County Code 1983 (2016 Edition, as amended) is amended by adding a new section to be appropriately designated and to read as follows: Section 2- . If any provision ofthis ordinance, or the application thereof to any person or circumstance, is held invalid,the invalidity does not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable. SECTION 4. This ordinance shall take effect upon approval. 3
