SUBJECT: Report of Attendance at a Community Meeting Regarding the Mass Transit
Agency's Islandwide Master Plan.
In accordance with HRS §92-2.5(e), I report my attendance along with that of council members
Eileen O'Hara and Jennifer Ruggles at the Mass Transit Agency's Community Informational
Meeting on the Islandwide Master Plan, held at Kea'au Community Center on October 11, 2017.
Those attending the meeting were asked to provide input regarding the policies, goals, and
priorities of the Mass Transit Agency, and were shown recommendations for potential Hele-On
route changes for the purpose of improving efficiency in the operations of the agency.
Our attendance at this public hearing allowed constituents to give their council members
valuable insight regarding opportunities and challenges related to the public transit system,their
mobility in Puna, and transportation to the other districts around Hawai`i Island. It is my
understanding that these concerns will require a multifaceted approach in the development of an
islandwide mass transit master plan.
HRS §92-2.5(e) states that two or more member of a board, but less than a quorum, many attend
an informational meeting or presentation on matters relating to office board business, including a
community meeting, provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board, and that the board members shall report
their attendance and the matters presented and discussed that related to official board business.
