SUBJECT: Proposed Amendment to Resolution No. 593-18; A Resolution
Transferring/Appropriating Contingency Relief Funds to the Waiakea High
School Foundation.
Please see below a proposed amendment to Resolution No. 593-18. The proposed amendment is
illustrated below in Ramseyer format with respect to the contents of Resolution No. 593-18;
material to be deleted is bracketed and stricken and material to be added is underscored. A copy
of Resolution No. 593-18, as amended to Draft 2, is attached.
1. Inserts a new clause after the fourth WHEREAS clause to read as follows:
WHEREAS Contin•enc Relief funds $2 000 were recentl transferred to the
Department of Liquor Control via Resolution No. 547-18; however,the nonprofit no
longer requires funding and will return the $2,000 to the Department of Liquor Control,
which will be allocated to Waiakea High School Foundation for Waiakea High School's
athletic programs; and"
2. Inserts a second BE IT FURTHER RESOLVED clause to read as follows:
BE IT FURTHER RESOLVED that a combined total of$4,400 ($2,000 and
2,400) will be awarded to Waiakea High School Foundation for Waiakea High
School's athletic programs."

A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WAIAKEA HIGH
SCHOOL FOUNDATION TO ASSIST WITH EXPENSES RELATING TO WAIAKEA
HIGH SCHOOL'S ATHLETIC PROGRAMS.
WHEREAS,the Waiakea High School Foundation is a 501(c)(3)nonprofit organization
that supports the students of Waiakea High School; and
WHEREAS, the Waiakea High School Foundation requests funds to assist Waiakea
High School's athletic programs with purchasing sports equipment, uniforms,weights, and
athletic training supplies; and
WHEREAS, Waiakea High School's athletic programs promote substance-free,healthy
lifestyles through athletic activities, personal growth and development through interscholastic
competition, and responsible life choices; and
WHEREAS, the Department of Liquor Control supports public and youth programs
through education, enforcement, and activities that promote compliance with liquor laws; and
WHEREAS, Contingency Relief funds ($2,000) were recently transferred to the
Department of Liquor Control via Resolution No. 547-18; however, the nonprofit no longer
requires funding and will return the $2,000 to the Department of Liquor Control, which will be
allocated to Waiakea High School Foundation for Waiakea High School's athletic programs; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Waiakea High School Foundation to assist with
expenses related to Waiakea High School's athletic programs.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

will be awarded to Waiakea High School. Foundation for Waiakea High School's athletic
programs.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director. of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
