DEPARTMENT'S RECOMMENDATION: APPROVE DENY DEFER: RATIONALE: The Department ofLiquor Control supports drug-free and alcoholfree youth athletic programs that keep our students busy and awayfrom underage drinking. Purpose of Transfer: Grant to assist the Waiakea High School athletics program for expenses such as equipment, uniforms, weights, and athletic training supplies. The Council on April 11, 2018, approved Resolution No. 547-18, authorizing an appropriation to the Department of Liquor Control to provide a grant of$2,000 to the Kea`au Cougars Athletic Boosters Club (KCABC) for Grad Night 2018. Following the onset of the eruption in Leilani Estates, and after a contract for Resolution No. 547-18 had been executed, KCABC has informed the Department of Liquor Control that 1) Grad Night activities have been canceled; and 2) funds awarded pursuant to Resolution No. 547-18 will be returned to the Department of Liquor Control. Separately, the Council on May 9, 2018, approved Resolution No. 593-18, authorizing an appropriation to the Department of Liquor Control to provide a grant of$2,400 to the Waiakea High School Foundation to assist its athletics program, such as equipment, uniforms, weights, and athletic training supplies. We intend to request a reconsideration of the approval of Resolution 593-18 and, at the Council meeting on May 21, 2018, amend the original grant amount of$2,400 by adding an additional 2,000 for a combined total of$4,400. The purpose, the amount to be transferred from the Council's contingency relief account, and the receiving department, are all the same as in Resolution No. 593-18. The only change in this amendment is that the $2,000 will be redirected from one purpose and nonprofit organization to another purpose and nonprofit organization.
