SUBJECT: Rules of Procedure and Organization ofthe Council of the County of Hawai`i for
the 2018-2020 Council Term.
This memorandum summarizes the changes proposed for the Rules of Procedure and
Organization for the 2018-2020 Council term. With the exception of Rule No. 6, Standing
Committees,these rules remain unchanged from the previous term.
The proposed changes to Rule No. 6 in comparison with the rules adopted in the previous term
are as follows:
1) Matters formerly referred to the Human Services and Social Services Committee will be
referred to the Finance Committee;
2) Matters formerly referred to the Agriculture, Water and Energy Sustainability
Committee, or to the former Environmental Management Committee,will be referred to
the new Environmental Resiliency and Management Committee;
3) Matters relating to the Department of Parks and Recreation will be referred to the new
Parks and Recreation Committee;
4) Matters relating to the Department of Public Works, or to the Mass Transit Agency, will
be referred to the new Public Works and Mass Transit Committee; and
5) Matters relating to the Civil Defense Agency,the Police Department,the Fire
Department, or disaster recovery, will be referred to the new Public Safety Committee.
The responsibilities of the Planning Committee and the Governmental Relations and Economic
Development Committee have not changed.
