SUBJECT: Request for a discussion on the formation of an ad hoc committee to consider
revisions to the Rules of Procedure and Organization for the Hawai`i County
Council.
As allowed by Hawai`i Revised Statutes Section 92-2.5(b)(1), I am requesting a discussion on
the formation of an ad hoc committee to consider revisions to the Rules of Procedure and
Organization that the Hawai`i County Council adopted through the approval of Resolution No. 4-
18 on December 3, 2018.
The goal ofthis comprehensive review will be to identify opportunities to improve efficiency
while protecting the open, transparent, and deliberative policy making process, as required by
law. This committee, or permitted interaction group,will be composed ofno more than four
council members, whose identities shall be determined in the course of this initial discussion.
I estimate this discussion will take approximately 20 minutes. Please place it on the next
available Committee agenda.
