Subject: Request for Proposals (RFP)3712, To Furnish and Operate Hele-On Fixed Route
Transit Service for the Mass Transit Agency, County of Hawaii
Dear Respondent:
The purpose of this letter is to provide you with additional information related to the cancelling
of RFP 3712.
On October 17, 2019, Hawaii County Purchasing staff identified an excel spreadsheet that was
utilized to determine final respondent cost. This spreadsheet contained several errors in rates and
utilized assumptions that were not disclosed in the RFP. This analysis was then used in the
evaluation process to determine the cost/price score. RFP 3712 was cancelled in the best interest
of the County and to preserve the fairness and open competitiveness for the proposers. A new
solicitation will be issued in the near future.
Pricing of the respondents or any part of any proposals received were not disclosed. A new RFP
will be drafted, and a new evaluation panel will be selected. The Department of Finance will be
the lead agency on the new solicitation.
As previously stated the decision to cancel the RFP and reissue a new solicitation was solely
based on the spreadsheet discussed above.
