Roth Mayor Roth thanked the commission for volunteering their time and experience and presented ideas on the areas the commission may choose to look into, including private/public partnerships and charging fees for services now provided free, within the boundaries of the current rules, recent supreme court decisions, and procurement laws. [2:14] 7 (a) Insights and Learnings from a former Cost of Government Commissioner and current County Council Member on process and approach to create a practical & actionable plan- Hawaii County Council Member Ashley Kierkiewicz, D4 Council Member Kierkiewicz presented tips on commission process and urged the body to understand and refine recommendations from previous commissions, efficient utilization, and investment in infrastructure, enhancing revenue streams, and to participate in the budget discussions the week of April 12t1i, to better understand the capacity to implement recommendations and the network systems to complete the recommended changes. Commission urged to keep a watchful eye on the federal covid relief funding and to address climate change by County of Hawaii is an Equal Opportunity Provider and Employer. hardening our physical systems to better respond to disaster. Consider extending the time the commission has for a final report. [2:24] Discussion / Questions and Answer Increasing revenue streams through grants and charging non-residents for the maintenance and operation costs of county assets (zoo, beaches). Environmental Management — Pay as you Throw; Waste to Wealth initiatives, ESPC (Energy Saving Procurement Contracts) to address Sustainability and Equity [2:30] STATEMENTS FROM THE PUBLIC None APPROVAL OF MINUTES FROM JANUARY 27, 2022 Commissioner Matson moved to approve the minutes of January 27, 2022 Commissioner Herbert Seconded. Ayes: (5) Unanimous [2:31] Minutes Approved [2:32] COMMUNICATIONS None [2:32] DISCUSSION, REVIEW, AND ACTION OF THE PROPOSED RULES OF THE HAWAPI COST OF GOVERNMENT COMMISSION Chair Konowicz discussed the proposed Commission Rule Changes (Document in Board Packet). Discussion Comm. Obenski suggested a comparison of the existing rules and proposed changes be presented side-by-side. Malia Kekai to provide a redline version to the Commission in next board packet. Additional discussion deferred to next meeting. [2:39] DISCUSSION, REVIEW AND ACTION OF OVERALL PROCESS APPROACH AND TIMELINE FOR THE 2022 COMMISSION Chair Konowicz presented his chart Proposed Process and Timeline (Document in Board Packet) Discussion on Timeline Comm. Herbert expressed gratitude for the flow chart and thought timeline may be tight. Comm. Kusch expressed keeping the timeline tight allowed for responsible deadlines and made space for scheduling conflicts with department heads. Discussion on Process Approach Discussion of formats, budget, consultants, press releases, and websites. Comm. Matson inquired as to action of the commission beyond the term ending date with a continued working group and suggested breaking into shifts to attend the 3 -day budget intensives in April. Comm. Wakat debated the solicitation of public feedback Discussion on introduction, and permissions, regarding County Departments [2:56] Bobby Command will engage with and receive permissions from Department Heads County of Hawaii is an Equal Opportunity Provider and Employer. [2:58] DISCUSSION, REVIEW AND ACTION OF PRIORITIES OF THE 2022 COMMISSION Discussion [3:13] Comm. Kusch made a motion for commissioners to submit their top 5 ideas on County Expenses and Revenue Streams to Chair Konowicz by end of day 2/17/22 Comm. Herbert Seconded Discussion — Clarification of five items of each — (5) expense and (5) revenue Ayes: (5) Unanimous [3:20] Motion passed [3:25] DISCUSSION, REVIEW AND ACTION ON OUTREACH METHODS AND WEBSITE, INCLUDING ANY BUDGET REQUIREMENTS Discussion The budget earmark for $4K is confirmed. Commissioners discussed the pros and cons of a creating a separate Commission website, anonymous public feedback surveys, accessing the County roster of individuals signed up for automatic notifications on Boards and Commissions, paper questionnaires in mailed paystubs and a separate county email for public comments. [3:40] ITEMS TO BE PLACED ON NEXT AGENDA • Presentation by HR and/or Finance as to the cost analysis breakdown of paper pay -stubs and timesheets and costs to convert to paperless • Exploring who is in charge of the new TAT 3% collection- and how that budget is managed (Request to Finance) Commission to submit Agenda suggestions to Chair Konowicz by end of day Tuesday, 2/15/2022 [3:50] Comm.
