ELECTION OF OFFICERS [2:23 pm] CHAIRPERSON- Deputy Managing Director Bobby Command asked for Volunteers— *Ken Obenski subsequently nominated Neal Herbert Volunteers: Michael Konowicz and Neal Herbert [2:26 pm] Discussion and Introductions [2:27 pm] Roll Call Vote: (5) Konowicz, (3) Herbert, (1) Abstention Michael Konowiez elected as Chairperson [2:29 pm] VICE CHAIRPERSON - Chair Konowicz called for Nominations Discussion: Herbert suggested nominating a female member to bring balance. Commissioner Wakat addressed the Commission [2:32 pm] Matson nominated Wakat, Seconded by Kusch Obenski nominated Herbert, Seconded by Wakat [2:34 pm] Roll Call Vote: (7) Herbert, (1) Wakat, (1) Abstention County of Hawaii is an Equal Opportunity Provider and Employer. Neal Herbert elected as Vice -Chairperson OVERVIEW OF SUNSHINE LAWS. PARLIAMENTARY PROCEDURE. CODE OF ETHICS. COUNTY CHARTER [2:37 pm] Malia Kekai, Deputy Corporation Counsel, presented a PowerPoint on the County of Hawaii Sunshine Laws relating to Boards and Commissions, Parliamentary Procedure — Robert's Rules of Order, the Code of Ethics, and the rules and duties of the Cost of Government Commission — The presentation is on file - Q&A session followed. OVERVIEW OF COUNTY BUDGET BY THE DEPARTMENT OF FINANCE [3:32 pm] Department of Finance Director Deanna Sako presented a PowerPoint, "County Budget 101 ... Where it Comes From ... Where is Goes, an Overview of Budgetary Accounting and the Budget Process for the County of Hawaii. The presentation is on file. Q&A session followed. [4:08 pm] Commissioners requested reports of previous COG Commissions and Department Outreach for Responses Bobby Command disclosure: The prior Commission did not submit a Report to County Council PROPOSED SCHEDULE FOR FUTURE MEETINGS [4:15] Chair Konowicz requested members email him separately with best date/times available to meet METHODOLOGY. AREAS OF FOCUS [4:17 pm] Discussion: Chair Konowicz suggested a three-step approach: 1) Discovery/Due Diligence, 2) Research — Investigate — Interview and, 3) Develop Recommendations with Agenda Items to be determined toward that goal [4:22 pm] Discussion: Public Outreach Requests, Department Head requests TBD BUDGET ESTIMATE [4:23 pm] Discussion on the budget available to the Commission: Bobby Command suggested requesting an operating budget of $4K PUBLIC OUTREACH METHODS AND WEBSITE Tabled to a later meeting ITEMS TO BE PLACED ON NEXT AGENDA [4:29] Bobby Command suggests a presentation by HR / Collective Bargaining Chair Konowicz will take Agenda item suggestions via e-mail ANNOUNCEMENTS: The next meeting of the Cost of Government Commission will be held on Thursday, February 10, 2022, at 2 p.m. by interactive video call via Zoom. Commissioner Malakie has a prior engagement and will not attend.
