AGENDA
NOTICE IS HEREBY GIVEN of a meeting to be held by the Kailua Village Design
Commission of the County of Hawaii in accordance with the provision of Section 92-7,
Hawaii Revised Statutes.
NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021, which amended the Sunshine Law
to allow meetings to be remotely conducted online, effective January 1, 2022, Kailua Village
Design Commission meetings will be held online, and the location listed below is open to the
public to provide testimony. The Kailua Village Design Commission meeting can be viewed
live online or at location listed below. Minutes of the Kailua Village Design Commission
meeting will be posted on the County of Hawaii website. Pursuant to the Governor's
Emergency Proclamation Related to COVID-19 (Omicron Variant) January 26, 2022, the
requirement to have at least one in-person meeting location has been suspended through March
25, 2022. No in-person meeting location will be provided during this time period,unless the
suspension is earlier terminated or superseded by a separate proclamation.

Kailua Village Design Commissioners and applicants will participate in this meeting via the
Zoom interactive video conference platform. The public may provide verbal testimony at the

STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
NEW BUSINESS
1. PL-KVD-2022-000010: The applicant, Mr. Peter J. Piper, designer/consultant for D & L
Fujimoto LLC, is proposing exterior improvements for an existing commercial building
and kiosk located at the southwest corner of Hanama Place and Kuakini Highway in
Kailua-Kona. The exterior improvements to the commercial building and kiosk include
replacing existing composition roofing shingles with standing seam metal roofing. The color
of the roofing material will be "terra cotta"with the trim and fascia"white core," and the
siding will be a"lush sage" color with the exposed concrete a dark grey color called
"cyberspace." The exterior colors of the building will be changed to match the colors
selected for the new roof, trim and fascia, and siding.

Submitting Testimony A person desiring to submit written testimony shall indicate
her/his name; address; and whether the testimony is on her/his behalf or as a representative of an
organization or individual. If testimony is being submitted on behalf of an organization,
documentation showing membership ratification should accompany the testimony. Written
testimony submitted by mail, should be mailed to the Kailua Village Design Commission at the
Planning Department office addresses in Kona or Hilo listed below. Mailed testimony should be
received no later than March 16, 2022. Testimony that is submitted by email to
planningghawaiicounty. ov should be received no later than 4:30 p.m. on March 18, 2022.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County
Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County
Code}. A lobbyist means "any individual engaged for pay or other consideration who spends
more than five hours in any month or $275 in any six-month period for the purpose of attempting
to influence legislative or administrative action by communicating or urging others to
communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}
Registration forms and expenditure report documents are available at the Office of the County
Clerk, 25 Aupuni Street, Room 1402, Hilo, Hawaii 96720.

arrange for accommodations. "Other reasonable modification"refers to communication methods
