CALL TO ORDER Farrah -Marie Gomes volunteered to chair the meeting and called the meeting to order at 9:30 a.m. Quorum was reached with seven members present. II. ROLL CALL Members present: Farrah -Marie Gomes, Andrew M. Langtry, Shana Kukila, Evelyn Kahea Lee, Lisa -Ann Pana, Elena Cabatu, Christina Basham, Cyd Hoffeld - CSW Commissioner (ex-officio), Malia Kekai - Hawai'i County Corporation Counsel (ex- officio). Members excused: Hannah Preston -Pita. All those present introduced themselves to the committee. III. APPROVAL OF AGENDA for February 16, 2022 MOTION: Shana motioned to approve the February 16, 2022 agenda; Elena seconded the motion; the motion was approved by all committee members present. IV. APPROVAL OF MINUTES for December 15, 2021 MOTION: Andrew motioned to approve the December 15, 2021 Minutes with two edits in "Old Business, Item 9.A." by changing "January 31, 2021" to "January 31, 2022" two times in the same paragraph, in order to be accurate. TREASURER'S REPORT Approval of Treasurer's Report Andrew reviewed the Treasurer's Report that was circulated by email. As of January 2022, Andrew reported that the committee has spent $79.00 out of a total of $10,000 budget for fiscal year 2021-22. Unspent funds total $9,321. Shana asked Andrew what would be the last month to submit requests to the county. Andrew said funds expire on June 30, 2022, so requests have to be made before then. Farrah -Marie said that requests should be submitted to the committee at the March and/or April meetings. MOTION: Shana motioned to approve the Treasurer's Report; Kahea seconded the motion; the motion was approved by all members present. VI. STATEMENTS FROM THE PUBLIC No statements from the public were reported. VII. CORRESPONDENCE No correspondence to the committee was reported. Vill. REPORTS A. HSCSW liaison report Cyd said the last meeting of the State Commission on the Status of Women was on November 8, 2022; the next meeting is Thursday, February 17. She said the commission may be willing to fund the committee's projects that are over the existing budget. She questioned how to best transfer the funds to the committee or cover the expenses. She shared the commission's and the Women's Legislative Caucus' legislative priorities for 2022 and their COVID-19 report on the impacts of the pandemic upon women, with recommendations to build back the community with women in mind. Cyd said the Hawai'i County Committee is one of the most active CSW committees in the state, and she is willing to submit requests for support from the commission on behalf of the committee. Shana asked Cyd to again ask the commission for support of the Malama Makuahine Year of the Mother 2022 initiative that has been declared in Hawai'i County and submitted to the state senate as a resolution. Farrah -Marie said she submitted a request to Allen based on Cyd's email request, and Cyd said she did not receive it and would follow up with that. B. Family Violence Interagency Committee (FVIC) Kahea attended the FVIC meeting and said there was a discussion on some legislation regarding sex trafficking and the Children's Justice Center in the form of Senate Bill SB2114. Christina shared the bill number via chat and said the hearing is on Friday, February 18 at 9:30 a.m. for anyone interested in testifying. Farrah -Marie said CSW members are invited to all FVIC meetings and Allen can send the link. Shana said she was not getting the link from Allen. Farrah -Marie asked Shana to follow up with Allen about it, and to ask him to send the invite link to others in the committee as well. County of Hawaii MITCHELL D. C. Missing and Murdered Native Hawaiian Women and Girls Task Force Farrah -Marie said she got info about the task force from Mihaela before she left, and that she was able to attend the last meeting. She said the main focus of the task force right now is to gather data from various agencies such as law enforcement and hospitals. This database will be used to deal with the problem with more information at hand, since there isn't much available right now. IX. OLD BUSINESS A. Sub -Committee Memberships a. Nomination and Election of Sub -Committee members Due to time constraints, Farrah -Marie said the elections of officers and sub -committee member nominations will not be done at this meeting and will be on the next meeting's agenda so everyone can think about where they want to serve if they are not sure. She explained each sub- committee in brief. B. Communications Sub -Committee reports a. Updates to brochure Farrah -Marie said there are no updates to the brochure, but it should be updated at some point so that we can include the new members. b. Family Services Directory Farrah -Marie said she has all the 2021/2022 directories at her office if anyone is interested. She said that at the moment, the update for 2023 is now scheduled for October 2022 and can be done by University of Hilo students until further notice. Kahea asked for some for an event in Kohala. Farrah -Marie asked all who would like directories to reach out to her directly by email or phone/text. i. Distribution log Farrah -Marie reported that a former committee member, Mele Spencer, has thus far picked up 750 directories to distribute in the county. c. Facebook page i. Guiding principles for posting on the CSW Facebook page Shana said the page was created by Mihaela, the original administrator. Now the two admins for the page are Shana (as secretary) and Farrah -Marie. The main focus is on the CSW activities, women's issues, sharing educational videos for women, and resharing of some State Commission on the Status of Women posts. She said some guiding principles for FB posts are that they are timely, relevant, and in line with the mission of the CSW. County of Hawaii MITCHELL D. Process for posting materials on the CSW Facebook page Shana said there is no formal process, although she tries to post on a regular basis. She explained that she welcomes someone else who is on FB more to take on this activity, but will take any advice, support, and input from other members in the meantime. Elena provided feedback and said the page is good, the posts are effective and the "drum beat" is there. She suggested paying for boosts and expanding into an Instagram account that automatically populates FB pages. She said she will help Shana with this, but encourages her to continue with it. Elena suggested looking at the Hilo Medical Center's page that she manages to see what that looks like to get ideas. B. Outreach Sub -Committee reports a. 2022 Year of the Mother Shana shared an overview of the project. She said the two honorees for the month of February are: the YWCA Healthy Families Program and the Healthy Hapai Program. Both names will be submitted to the County Council for recognition. Shana will submit per committee approval. MOTION: Shana motioned that the two names submitted to the Hawai'i County Council be approved for official recognition by the committee; Andy seconded; the motion was approved by all members present. i. Approval of budget Shana asked to table this item until the March 2022 meeting. ACTION ITEM: Shana will create a formal process to nominate and vote on Year of the Mother honorees and submit to the committee in March. ACTION ITEM: Shana will create a final budget for the Year of the Mother project and submit it to the committee for a vote at the March meeting. b. Teen Dating Violence i. Approval of Project Rationale Farrah -Marie tabled this item until the March 2022 meeting. She said there is still a pending request for funding to the county from last year, to be discussed at the next meeting. c. Real Women Essay i. Approval of Project Rationale Farrah -Marie shared the project rationale for the 2022 Real Women Essay Social Media Campaign. She said last year there wasn't anything done due to the pandemic, so would like to start it up again. The proposal is to hold a contest that solicits two types of social media campaign videos that highlight the characteristics of real women around Hawaii Island. Thirty gift card prizes ranging $50-$100 and totaling $2,250 would be provided to contest winners. County of Hawaii MITCHELL D. Farrah -Marie agreed to that. MOTION: Elena motioned to approve the Real Women Essay (RWE) project rationale; Kahea seconded the motion; the motion was approved by all members present. MOTION: Andrew motioned to approve the moving of $3,500 from the facilities budget to the RWE account (#115); Elena seconded the motion; the motion was approved by all members present. d. Ma'i Movement i. Approval of Project Rationale Farrah -Marie shared the project rationale for the Ma'i Movement in Hawai'i County to provide feminine products to an approximate 400 menstruating students in local high schools across Hawaii Island. The products will be made available at local high schools with principals deciding what offices to distribute. A total of $2,400 would be used for this project. MOTION: Lisa motioned to approve the Ma'i Movement project rationale; Kahea seconded the motion; the motion was approved by all members present. C. Research Sub -Committee reports a. Status of Women Report — no report b. Equal Pay i. Approval of Project Rationale Farrah -Marie shared the project rationale for the Equal Pay project. Andrew said there is enough money in the budget for it. The proposal is to develop a full -page color ad and print in the Hawaii Tribune Herald on Equal Pay Day, Tuesday, April 12, 2022. The print ad cost is $2,277 plus tax. To accompany the print ads, the proposal is to also have electronic tiles created for the purpose of posting on various social media platforms. MOTION: Shana motioned to approve the project rationale for the Equal Pay project; Elena seconded the motion; the motion was approved by all members present. D. Legislative & Advocacy a. Human Trafficking Kahea said she has been more focused on the human trafficking issue rather than legislation in this sub -committee. She welcomes the committee to an event on February 19 to learn more about the issue. County of Hawaii MITCHELL D. Kahea asked for anyone to join the sub-commitee to help with the legislative part. Lisa volunteered to join the sub -committee to assist. X. NEW BUSINESS a. Election of Chair Farrah -Marie tabled this item for the March 2022 meeting. b. Election of Vice Chair Farrah -Marie tabled this item for the March 2022 meeting. c. Approval to amend by-laws to address the following: i. Staggered terms ii. Reappointments iii. New member appointments Farrah -Marie tabled these items for the March 2022 meeting. She asked if everyone had a copy of the by-laws and if not, to ask Allen for a copy to review and input. ACTION ITEM: Farrah -Marie will ask Allen to send the most updated version of the CSW bylaws to all committee members before the next meeting. ACTION ITEM: Shana to ask Farrah to include the election of a new Recording Secretary on the March 2022 meeting agenda. ACTION ITEM: Shana to ask Allen to send out an updated roster of all CSW members' contact info prior to the March 2022 meeting.
