ROTH COMMITTEE ON THE STATUS OF WOMEN Mayor c/o 655 Kilauea Avenue • Hilo, Hawaii 96720 (808) 961-0466 • Fax (808) 961-8908 MEETING MINUTES Wednesday, March 16, 2022 9:30 a.m to 11:30 a.m. CALL TO ORDER The meeting was called to order by Farrah -Marie Gomes at 9:34 a.m. . ROLL CALL Quorum was reached. Members present: Farrah -Marie Gomes, Andrew Langtry, Shana Kukila, Evelyn Lee, Hannah Preston -Pita, Lisa -Ann Pana, Elena Cabatu, Christina Basham. Ex-officio members present: Cyd Hoffeld, HSCSW Commissioner; Diana Mellon- Lacy, Hawai'i County Corporation Counsel. III. APPROVAL OF AGENDA for March 16, 2022 MOTION: Kahea motioned to approve the agenda; Hannah seconded; the Committee voted to approve. Motion passed. IV. APPROVAL OF MINUTES for February 16, 2022 Andrew requested a correction to the Treasurer's Report on page 2, line 2: the amount of $79.00 should be changed to $679.00. Lisa also requested a correction to her last name in two places under "New Business" that should be changed from: "Apana" to "Pang." MOTION: Andrew motioned to approve the minutes of February 16, 2022, as corrected. Hannah seconded; the Committee voted to approve. ACTION ITEM: Shana will make the corrections and resubmit to Allen for posting. V. TREASURER'S REPORT Andrew shared the committee budget report for the month of February 2022. He reported that a total of $7,177 was approved as of this date, leaving a total balance of $2,144. MOTION: Shana motioned to approve the Treasurer's report; Lisa seconded the motion; the committee voted to approve. Motion passed. V11. STATEMENTS FROM THE PUBLIC No statements were received from the public. VII. CORRESPONDENCE No correspondence was received. Vill. REPORTS A. HSCSW liaison report Cyd shared about the HSCSW legislative tracker and will send info to Allen. She also shared about SB2821, regarding free period products in HawaiTs public schools. ROTH COMMITTEE ON THE STATUS OF WOMEN Mayor c/o 655 Kilauea Avenue • Hilo, Hawaii 96720 (808) 961-0466 • Fax (808) 961-8908 The Ma'i Movement requested testimony in support by 2 p.m. on March 16 for the March 17 hearing. Farrah -Marie shared that the CSW's recent funding approval for period products has not been processed yet. Cyd said she would ask the HSCSW to make a public statement in support of the Malama Makuahine initiative. ACTION ITEM: Cyd to send info to Allen about HSCSW sponsorship requests. B. Family Violence Interagency Committee (FVIC) Kahea attended the March meeting and Allen sent the minutes to the committee for review. Testimony is requested for SB2114 relating to human trafficking. A March 17 hearing is scheduled. Christina also attended and said that the FVIC meetings in Kona are now being held on the second Wednesday of each month. She also mentioned their discussion about per diem judges in family courts in West Hawai'i and the lack of consistency. She said April is National Crime Victim's Week and National Sex Assault Awareness Month, which FVIC will observe this month. Farrah -Marie suggested that the Kona FVIC minutes be shared with the CSW. C. Missing and Murdered Native Hawaiian Women and Girls Task Force Farrah said the task force didn't meet since the last meeting in February, so there is no new information to share. The next meeting is scheduled for April 14, 2022 at noon via Zoom. IX. OLD BUSINESS A. Sub -Committee Memberships a. Nomination and Election of Sub -Committee members Sub -Committees were chosen by the committee as follows: Communications (Farrah -Marie, Elena, Shana); Outreach (Shang, Hannah, Kahea); Research (Farrah -Marie, Lisa, Christine); Legislative and Advocacy (Kahea, Shana, Lisa) MOTION: Kahea motioned to add Christina Basham to the Research Subcommittee; Andrew seconded the motion; the Committee voted to approve. Motion passed. B. Communications Sub -Committee reports a. Updates to brochure Farrah -Marie shared there are no updates to the brochure yet due to ongoing committee changes and one more vacancy that needs to be filled. She asked Diana if she was aware of the status of the vacancy. Diana was not aware, but offered to follow-up with Pomai. ACTION ITEM: Diana will follow up with Pomai Bortolome with the Mayor's Office to see if there are any new applicants for the last committee vacancy. 2 County of Hawaii MITCHELL D. Distribution Log Farrah -Marie said Cyd took 1600 directories for Bay Clinic, Hui Malama, and other sites on the island. Kahea distributed 100 to the Kohala community. Christina said the Kona side agencies requested some. ACTION ITEM: Farrah -Marie will get directories over to Kona and will coordinate with Christina for that. C. Outreach Sub -Committee Reports a. 2022 Year of the Mother Shana reported that she did not have a budget ready this month for the project. She asked Farrah -Marie about a banner from UH Hilo as had been previously discussed, otherwise a banner would cost $204 from an online vendor. Farrah -Marie said she will go back to the UH student designers and follow-up. Shana said the videos for February and March are completed for posting to the Facebook page. Lisa, Hannah, Kahea said they liked the videos and Lisa said they are very educational, especially the one about the Ka Mahina Project. Shana will be doing more throughout the year. Shana submitted thank you letters to the Hawai'i County Council, the Hawai'i County Mayor's Office, and several other entities involved with the project, as well as a Public Service Announcement and February/March names to the Council for recognition. Farrah -Marie suggested to hold the letters until a communications subcommittee meeting can further discuss and approve. Shana reported she had trouble with sending the letters due to protocols, no CSW email yet, and other issues. Farrah -Marie suggested that these issues be resolved in the subcommittee. ACTION ITEM: Farrah -Marie will follow up with UH Hilo about the banner. ACTION ITEM: Shana will re -submit a budget at the April meeting. ACTION ITEM: Diana will follow-up with Allen about the CSW email addresses. b. Teen Dating Violence Farrah -Marie said the cards previously ordered do not need another project rationale. Andy said the cards are being printed, per Allen. Farrah - Marie said the cost of $321 was paid and another $250 was approved by the County. 3 County of Hawaii MITCHELL D. Ma'i Movement Now that the February minutes have been approved, Farrah -Marie will be forwarding the request to Allen for next steps. She said Waiakea High School is already involved with distributing free period products and asked what the Committee wants to do: 1) contribute to Waiakea High School's existing program; 2) contribute to another school. Lisa suggested to branch out to rural areas and a wider population. Shana suggested to help Waiakea and then branch out to other schools or sites. Hannah said it should go to underserved areas. Andy asked if there is a problem buying brand names. Farrah - Marie said the products mostly do not have a brand name on the individual items given out. ACTION ITEM: Farrah -Marie will follow up with Allen about the request. D. Research Sub -Committee Reports No report on this agenda item at this time. E. Legislative & Advocacy a. Human Trafficking Kahea submitted a proposal for a human trafficking campaign. Farrah - Marie requested she re -submit by utilizing the correct proposal template. ACTION ITEM: Kahea will re -submit her proposal at the next meeting. b. Equal Pay Now that the February meeting minutes have been approved, Farrah - Marie said the ad for the Tribune Herald can now move forward. X. NEW BUSINESS A. Election of Chair Shana nominated Farrah -Marie as Chair until June 2022. Farrah -Marie accepted; Shana motioned to approve Farrah -Marie as Chair; Elena seconded the motion; the Committee voted in favor. Motion passed. B. Election of Vice Chair Elena nominated Shana as Vice Chair until June 2022. Shana declined due to too many responsibilities on the Committee. The Chair tabled the vote. 4 County of Hawaii MITCHELL D. Election of Recording Secretary Farrah -Marie suggested rotating responsibility for this role until June 2022. She asked for a volunteer for the April meeting to step forward that day to relieve Shana for that month. The Chair tabled the vote until June 2022 when all officers change out. ACTION ITEM: Farrah -Marie will add selection of Recording Secretary to start of April agenda. D. Sunshine Law Updates Diana shared that one update to the Sunshine Law is that there is a space for the public to go to for meetings with the Committee at the Prosecutor's Office. Due to time constraints, Farrah -Marie asked for the full Sunshine Law update at the next meeting. ACTION ITEM: Farrah -Marie will keep Sunshine Law updates on the next agenda. E. Approval to amend by-laws to address the following: The Chair tabled this agenda item for the next meeting. a. Staggered Terms b. Reappointments c. New Member Appointments XI. ANNOUNCEMENTS A. CSW meetings to remain on Zoom until further notice. Farrah -Marie said there is also the public meeting space at the Prosecuting Attorney's Office. B. 2022 Meeting Dates The Chair tabled this agenda item for the next meeting. XII. ADJOURNMENT Next meeting: April 20, 2022 at 9:30 a.m. via Zoom. The physical location TBA. 5
