AMENDMENT TO CHANGE OF ZONE ORDINANCE NO. 06 82 (PL-REZ-2022-000015/REZ 05-27) AMENDED BACKGROUND REPORT At the request of Chair Vitousek, the Planning Department is providing the Leeward Commission with additional information on the status of Kaloko Drive-Mamalahoa Highway intersection improvements. Attached for your information are comment letters from the State Department of Transportation (DOT) for previous Change of Zone applications within the Kaloko Mauka subdivision (Planning Department Exhibit 2a). As of this date,the DOT has not submitted comments for the applicant's current request before the Commission to amend Change of Zone Ordinance No 06 82. In past comments however,the DOT, Department of Public Works (DPW), and the applicant have all acknowledged the need for improvements to the Kaloko Drive-Mamalahoa Highway intersection. Previous rezones in the Kaloko Mauka subdivision have typically included a condition of approval requiring that the fair share fee to mitigate regional impacts to transportation,park,police,fire, and solid waste facilities be allocated solely for the County and/or State to improve the Kaloko Drive-Mamalahoa Highway intersection. A previous rezone in the Kaloko Mauka subdivision (Change of Zone No 02 45)required a conceptual design analysis of the Mamalahoa Highway-Kaloko Drive intersection be performed by the applicant in lieu of their fair share payment. On December 15, 2005 a "Conceptual Design Analysis and Cost Estimates for Kaloko Drive and Mamalahoa Highway Intersection Improvements"was completed and submitted to the DPW and the DOT. On July 14, 2006, the conceptual plans were approved by the DOT with the requirement of a Traffic Impact Analysis Report and on July 31, 2006 the DPW stated that they were deferring all comments and recommendations to the DOT since Highway 19 was a State road. By letter dated, August 11, 2006, the Planning Department determined that Condition P of Ordinance No 02 45 was completed and satisfied(Planning Department Exhibit 3a). Furthermore, on May 17, 2012 the Planning Department requested that the DOT accept the existing and future funds for the Mamalahoa Highway-Kaloko Drive intersection improvements that had been collected and was expected to be collected for the various Change of Zones in the Kaloko Mauka subdivision (Planning Department Exhibit 4a). The DOT -1- responded to this request by letter dated July 30, 2012 and respectfully declined to accept the existing and future funds for the subject intersection improvements. Instead, the DOT requested that the County establish a working group consisting of the Planning Department, DPW, and DOT to evaluate the options available to improve traffic safety using the funds collected by the County for improvements to the intersection. (Planning Department Exhibit 5a) To date this group has not been formed. Finally, the current fair share fund balance for the intersection improvements is $677,880.42. -2- l`. Fully Detailed 'Topographic Survey Base Map has been provided describing existing conditions in the vicinity of the Kaloko/Mamalahoa intersection+/- 1000 ft. north and south by Wes Thomas Associates, Chrystal Thomas Yamasaki, L.P.L.S. This base map was done at 1 inch equals 40 feet scale with 2 foot contour intervals. Included in the base mapping is complete topo 300 feet north and south, all existing signage, striping, utilities, access locations, lighting, etc. Engineering SI udy Findings: This design plan and cost analysis is meant to provide short term improvements that can enhance the safety of the intersection with the use of available existing earmarked fiends. The most dran-iatic improvement at the intersection would be to increase sight distances by trimming the lower 40% of the rock embankments north and south on both sides of the roadway at 1/4 : 1 slope. I) Trim the S. E. embankment—180 feet, ideally 4-5 feet, but conservatively 3 feet due to the existing nearby residential structure on the bluff. Mike K-ochina's engineering observation and calculations indicated a 4-5 ft. cut is possible given the position of the structure on the S.E. bluff, and the angle of the trim cut of the bank. The present site distance is—200 feet, and could be increased to a minimum improvement of 500 feet with a 4-5 ft. cut. There would be only approximately 300-400 ft. sight distance available with a 3 ft. cut. This section represents the greatest site deficiency for egressing Kaloko Drive, and will yield the greatest sight/safety improvement with cutting the embanlanent. II) Trim the N.E. embankment—210 feet with a 4-5 foot cut. Existing site distance is —450 feet to the north,with anticipated improvement to—700 feet. III) Trim the N.W. embankment—180 feet with similar 4-5 foot cut; this would improve the sight distance from—400 feet to—600 feet. IV) Trim the S.W. embankment—160 feet, 4-5 feet wide, which would improve sight distance of—400 feet to over 600 feet. Modern methodology for cutting back the rock embanlanent would be standard Hoe Ram equipment to chip the rock into manageable pieces. In extreme cases in past years there would be drilling and use of explosives. However, this does not appear to be necessary with the type of lava rock present as observed by both Leo Fleming, C.E. and Mike Krochina, P.E. Turnout Lane: With the advent of cutting back the embankments on both sides of the road, which will widen the shoulders for better site visibility, there also presents the possibility for a center tarn lane. This would provide a huge safety improvement for left turns into and out of Kaloko Drive. It is recommended such a lane be extended northerly to encompass the Lihau Street intersection to a distance of—700 feet,and extend —370 feet southerly at which point guard rail restrictions occur. 4' Rock Retaining Walls: When the rock embankments get cut back at the intersection on both sides, there will likely be the need to reinforce sections or portions of the embankments for stability. Mile Krochina, P.E. has inspected and addressed the types of retailing wall reinforcement that will be needed in various sections in detail, attachments included. Right- Tura Lane: Another major improvement at reasonable cost is the instillation of a right turn lane onto Mamalahoa Hwy. from Kaloko Drive. There is adequate space at Kaloko Drive for this addition without having to move the existing utility pole, or other major changes. Moving the stop sign, resurfacing, and re striping would be required. Signage and Striping: The Stop sign at the right corner of Kaloko Drive should be moved approximately 12 ft. to the north to allow space for the right turn lane. New signage will need to be installed to provide proper identification of the new left turn lane. Additional safety improvements by way of roadway striping upgrades to modern standards is a basic level improvement to be implemented along with the other improvements at the intersection. Bus Stop: The rock embankment can be dug back minimally on the N.E. corner at Kaloko drive to create an alcove and safety area for the school bus stop. An upgrade improvement of the seating area with a cover and Trex type benches would be aesthetically pleasing and functional for the children at the Bus Stop. This is also a basic level improvement to be implemented along with the other improvements at the intersection. Landscaping: Landscaping improvements around the bus stop area would be an aesthetic upgrade at minimal cost that would give a positive return at the intersection. w (4) 4 Lighting: Existing lighting consists of two older utility pole mounted street lights, one at the center of the intersection on the west (makai) side, and the other also on the west side 183 ft. south of the intersection. It is recommended that a third light be installed at the north side of the intersection on an existing utility pole for cost savings. Also there could be lighting improvement by upgrading the two existing lights with modern higher technology lights. The safety improvements realized by way of additional lighting is a reconunended improvement to be implemented as a basic level design requirement along with the other upgrades at the intersection. This is an added improvement at reasonable cost. Conciusion: This design analysis presents a defined low to mid cost solution for the improvements to the Mamalahoa Hwy, and Kaloko Drive intersection, which is within in the range of funds that have been collected for this specific purpose. These improvements can be implemented in a short period of time to provide the community with quality impact safety upgrades similar to those having been recently completed at the intersection of Hualalai Road and Queen Kaahumanu Hwy. y RE f• E ED f'R i' 'AL- NO. 23DB-C le I �a ' 4 (5) Estimated Cost of Improvemerits: Item Approx. To date, the County has collected $558,781.84 for those improvements. Because of the specificity of the language in the pertinent Change of Zone Ordinances, the funding must be used for the subject intersection improvements. Beginning in 1994, the State Department of Transportation (SDOT) provided comments on change of zone applications in the Kaloko Mauka Subdivision and suggested that the improvements to the subject intersection include street lighting, a left-turn storage lane, and adequate sight distance. A copy of the correspondence has been enclosed for your reference. In 2002, a Change of Zone Ordinance condition required the applicant to perform a conceptual design analysis and cost estimates for the intersection improvements meeting with the approval of SDOT. That work was subsequently performed and conditionally approved,per the enclosed correspondence. Because work is to be performed at a State intersection, we are requesting that you accept the existing and future funds for the intersection improvement. We recognize that the 2006 conceptual design may no longer be pertinent but encourage you to use the funds available to perform any required design analysis and/ or a Traffic Impact Analysis Report (TIAR). The County of Hawaii has, by Change of Zone within the Kaloko Nlauka ordinance, imposed and collected from landowners requesting subdivision, a per lot fee with the intent of funding intersection improvements. As of May 2012, the collected funds total $558,781.84. In a letter dated May 17,2012, the County of Hawaii is requesting that the State Department of Transportation (DOT) accept the current and future funds and implement intersection improvements at the subject intersection. After consideration, the DOT respectfully declines to accept the existing and fixture funds f'or the suhject intersection improvement from the County of Hawaii. We suggest that the County of Hawaii establish a working group consisting of its Planning, and Public Works Departments, along with the DOT Hawaii District Engineer to evaluate the options available to improve traffic safety within the limitation of the available funding and investigate implementing the most cost-effective solutions that may be possible.
