include Fuel Tax Legislation History and a listing of County of Hawaii roads classified as in
poor condition as of data collected in 2019-2020 per Mr. Ikaika Rodenhurst, Director,
Department of Public Works.

FUEL TAX LEGISLATION
Sect. 123-3.1 HRS 1955 Enables, empowers and authorizes each of the boards of
Supervisors of the city and county of Honolulu and
the counties of Maui, Kauai and Hawaii, to
determine the amount of the county fuel tax.
Res. No. 147-57 06/05/57 Fuel tax increase to 3 cents per gallon.
Res. No. 129-77 09/07/77 Fuel tax increase to 5 cents per gallon.
Res. No. 397-88 03/25/88 Fuel tax increase to 8.8 cents per gallon.
Establishes apportionment formula based on
district's percentage of weight tax and road miles.
Formula updated bi-annually.
Fes. 'oxo. 192-97 01/16/98 Extends 8.8 cents/gal fuel tax to June 30, 2008.
Comm, No. 1084-98 11/23/98 1998-2008 Fuel Tax Allocation Program.
Res. No. 504-08 03/25/08 Extends 8.8 cents/gal fuel tax until adoption of new
resolution.
Res. No. 212-17 06/23/17 Fuel tax increase to 15 cents per gallon FY 17-18;
19 cents per gallon FY 18-19;
23 cents per gallon FY 19-20.

In response to the request at Finance Committee regarding Resolution 363-22, county roads classified as in poor
condition based off the current Mandli System data collected in 2019-2020 are as follows:

This data does not reflect road maintenance that has been completed after 2020, so some of the road milage covered
may have been improved since the last assessment. We are working with our Highways Maintenance Division to
improve our records to reflect where conditions have been addressed.
