Agenda Items 6(a) Presentation and Overview of the new messaging app for
the County of Hawai `i by Cyrus Johnasen, PIO, Office of the Mayor
Points: The donated app (KAHEA), managed by representatives of the
Department -Civil Defense, HPD, DEM, DPW and IT is more targeted, efficient,
and cost saving to the County and will begin to phase out the Everbridge/Nixle
platforms currently in use. Phase One is ready to launch ASAP with E-
Notifications (Civil Defense, HPD and Fire), site -specific geographic locators to
better target information to constituents; DPW road closures/repairs, transfer
station information and any press relevant to the community. Phases 2 and 3

Q&A: Q: Discussion of "Ease of Use/Access" for older constituents, less tech
savvy, app maintenance, and departmental time -expense [A: Easy to Use/
Minimal additional time expense]
Q&A: Q: Discussion of possible additions to the app as a reporting tool for "Lost
of Found Pets", "Abandoned Vehicles"- [A: Not at this Phase]

Discussion and clarification of the PowerPoint on third party ownership, charging
stations and maintenance; Cost analysis models, Autonomous vehicles, subsidized
vehicles, and State/County partnerships in sharing; mass transit grants, biodiesel,
photovoltaic and hydrogen energy sources.

Nakagawa, Finance (PowerPoint on File)
Discussion and clarification of training PowerPoint regarding the processes for
requests for proposals/ scope of work, certified vendors, and decision panels. The
procurement team relies on the departments as subject matter experts on
procurement requests. The Procurement Division's Wish List would include an
automated County -wide Contract Management System.

Takeaways from the Hawaii County Council Budget Meetings April 12-14, 2022
Commissioner Herbert's Report was distributed in the 4/28122 Board Packet and
reviewed by all Commissioners.
Discussion: The timing of the Cost of Government Commission is out of sync
with the Budgeting process and the Legislative calendar. To change the timing of
the Commission would require an amendment to the County Charter. All
department reports used for budget presentations can be accessed through the
County Website.

AND ANALYZING PRIORITY AND SECONDARY FOCUS AREAS
Discussion: The Commissions agrees to pivot in June 2022 from Fact -Finding to
Solution -Seeking.
