NOTICE IS HEREBY GIVEN of the following matters to be considered by the Game
Management Advisory Commission of the County of Hawai’i in accordance with
the provisions of Chapters 92-7, Hawai’i Revised Statutes, as amended; Section
6-7.5(a) Chapter 9 Section 6-9.3 of the Charter of the County of Hawai’i, and the
Commission’s Rules of Practice and Procedure.
Pursuant to Act 220, Session Laws of Hawai’i 2021, which amended the Sunshine
Law to allow meetings to be remotely conducted online, effective January 1, 2022,
The Game Management Advisory Commission meetings will be held online, and
the location listed below is open to the public to attend the meeting in person and
provide testimony. The Game Management Advisory Commission can be viewed
online or at the location listed below.

4. PRESENTATIONS:
a. DOFAW West Hawai’i Wildlife Biologist Kanalu Sproat will give a report on the
recent sheep eradication efforts on Mauna Kea.
b. John Terry, the State GMAC Oahu commissioner will give a presentation and
share ideas on private land access for hunting.
c. Robert Duerr, Senior Active Outdoor Writers of America Association and writer
for Hawai’i Fishing News will give a “Wailoa Small Boat Harbor” presentation,
and discuss shoreline fishing concerns related to drone fishing.
5. OLD BUSINESS:
a. Waipio Valley access closure discussion and ideas for a GMAC draft advisory
letter to Mayor Roth.
b. Volcano Transfer Station Forest Reserve access discussion for a draft letter
requesting Mayor Roth’s assistance.
c. Commissioner discussion on palila/sheep draft letter update.

Executive Session: The Game Management Advisory Commission anticipates it may
convene in one or more executive sessions regarding the above matters listed on the
agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting
with the Board’s attorney on questions and issues pertaining to the Commission’s
powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS
Section 92-4 is necessary to hold an executive session.
Anyone wishing to discuss an item that does not appear on the agenda should call the
commission secretary at 808- 323-4444 or email Barbara.Kossow@hawaiicounty.gov to
have the subject placed on the next available agenda.
Game Management Advisory Commission members only may be present at the Hawai’i
County Building, Office of the Mayor’s Conference Room, 25 Aupuni St., Hilo, HI 96720.
Anyone who requires an auxiliary aid or service, other reasonable modification, or
language interpretation to access this meeting please contact the Office of the Mayor at
808-961-8211 or 808-323-4444 as soon as possible, but no later than five (5) working
days prior to the meeting date, to arrange for accommodations. If you are a lobbyist, you
must register with the Hawaiʻi County Clerk within five days of becoming a lobbyist.
{Article15, Section 2-91.3(b), Hawaiʻi County Code} “A lobbyist is any individual who is
engaged for pay or other consideration who spends more than five hours in any month or
$275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public
officials.”

Note: A meeting held by interactive conference technology shall be automatically
recessed for up to 30 minutes to restore communication when audiovisual communication
cannot be maintained with all members participating in the meeting or with the “in person”
location identified in this agenda. The meeting may reconvene when either audiovisual
communication is restored, or audio-only communication is established after an
unsuccessful attempt to restore audiovisual communication. If it is not possible to
reconvene the meeting as provided in this subsection within 30 minutes after an
interruption to communication, then the meeting shall be automatically terminated.
