SUBJECT: An Ordinance to Initiate an Amendment to Article XIV, Section 14-5 of the
Hawaii County Charter(2016 Edition), Relating to the Board of Ethics.
Attached is a bill for an ordinance to initiate an amendment to Article XIV, Section 14-5 of the
Hawaii County Charter (2016 Edition), relating to the membership of the Board of Ethics.
Please place this item on the next available committee agenda.
A letter from the Deputy Corporation Counsel for the Board of Ethics regarding this proposed
charter amendment is also provided with this communication as supplemental information to the
Council.

Re: Charter Amendment to Increase Board of Ethics Member Size
Dear Council Member Lee Loy:
The Hawaii County Board of Ethics ("Board")has received your letter dated March 4,
2022, asking that the Board consider expanding its membership of five (5) members. The Board
considered this idea on both March 16, 2022, and April 7, 2022. Following its discussion,the
Board voted 4-0 to approve the charter amendment process to allow our voting community to
increase its membership from five (5)to seven (7)members. We submit this to your office to
assist us in introducing such.
