RESOLUTION NO. 404 22
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE
MONARCH FESTIVAL FOR A REIMBURSEMENT OF EXPENSES RELATED TO
THE 59TH ANNUAL MERRIE MONARCH FESTIVAL.
WHEREAS, The Merrie Monarch Festival is a 501(c)(3) nonprofit organization that
perpetuates the memory and legacy of King David Kaldkaua through an internationally
renowned annual celebration of hula and Hawaiian culture; and
WHEREAS, as a result of the COVID-19 pandemic, the festival was cancelled in 2020
and modified in 2021, thus creating a disruption in the normal financial structure and operations
to sustain the event; and
WHEREAS,the Merrie Monarch Festival Organizing Committee developed a rigorous
safety guideline and another modified plan that allowed for a limited audience experience for the
2022 Merrie Monarch Festival; and
WHEREAS, The Merrie Monarch Festival is requesting funds as a reimbursement for
expenses incurred from conducting the 59th Annual Merrie Monarch Festival, which included,
but not limited to, cleaning supplies and equipment, stage design and construction, safety
supplies and equipment, safety monitoring services, insurance fees, decorations, back-up
generators, tents, and canopies; and
WHEREAS, the Department of Parks and Recreation provides and facilitates a wide
variety of services to meet the needs of the community while maintaining the cultural uniqueness
of Hawai`i's rich heritage, diversity, and the aloha spirit; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Parks and Recreation to provide a grant to The Merrie Monarch Festival for a reimbursement of
expenses related to the 59th Annual Merrie Monarch Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
