MEETING MINUTES
Wednesday, May 18, 2022
9:30am to 11:30am
Meeting called to order by Chair Farrah -Marie Gomes at 9:32am. Quorum was
reached with six members present.
II. ROLL CALL
Members present: Andrew Langtry, Lisa Pana, Evelyn Kahea Lee, Shana Kukila,
Elena Cabatu, Farrah -Marie Gomes (partial), Hannah Pita -Preston (partial), Christina
Basham (partial) Sinclair Salas-Ferguson, Esq.-Hawaii County Corporation Counsel
Members excused: Cyd Hoffeld — CSW Commissioner (ex-officio)
III. APPROVAL OF MINUTES for April 20, 2022
MOTION: Andrew motioned to approve the meeting minutes from April 20, 2022.
Elena seconded; the Committee voted to approve.
IV. TREASURER'S REPORT
Andrew shared the committee budget update through April 2022 as follows:
April expenses were $2,384, leaving a budgetary total of $6,937. Andrew shared that
there are pending approved expenses totaling $5,129, with a remaining balance of
$1,808, if all pending expenses are processed. Andrew informed the committee that
the Equal Pay ad expense was posted to the wrong account, but the overall budget
is correct and all funds are accounted for.
MOTION: Elena approved the Treasurer's Report, Lisa seconded. All approved and
motion carried.

B. Family Violence Interagency Committee (FVIC)
ACTION ITEM: Kahea to follow up with Allen to forward minutes from last meeting.
C. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task
Force
Mahalo to everyone who participated in the Facebook MMNHWG Empty Red
Dress Campaign. Dresses were hung at UH Hilo, Hamakua-Kohala Health, and
Hawaiian Electric. Next meeting of the MMNHWG task force is June 16, 2022.
Vill. NEW BUSINESS
A. Sunshine Law updates
Sinclair Salas-Ferguson shared that the purpose of the Sunshine Law requires
certain proceedings of governmental agencies to be open and available to the
public. He shared the main updates, effective January 1, 2022, as follows:
a. Committee can meet remotely permanently, but must have a place where
the public can attend in person.
b. Need to ensure that the location that is open to the public is equipped
with guaranteed audio/visual capabilities.
c. Must provide information on agenda in case of disconnection for more
than 30 minutes.
d. Quorum is met when all members are visible and audible throughout the
meeting.
e. Everyone present at meeting must announce him or herself as well as
announce who is in the room with them, regardless if they are present for
the meeting.
f. For executive sessions, information about the specificity of the topic and
reasons for the executive session must be stated on the record.
Participants must also state on the record that they are the only one
present in the room. The chair announces meeting and states who is in
the room. All votes must be conducted by roll call, unless will be
unanimous.
g. When practicable, the meeting must be recorded. Any questions about
Sunshine Law, contact Malia.
ACTION ITEM: Sinclair will follow up with Allen to ensure proper terminology is added to
the agenda and to discuss recording of meetings to ensure new updates are satisfied.
B. Approval to amend by-laws to address the following:
a. Staggered terms
b. Reappointments
c. New member appointments
MOTION: Motion was made by Kahea to table this portion of the agenda until the
next meeting, Andrew seconded. All approved, motion carried.
ACTION: Farrah to request that by-laws be sent to all committee members.

C. Nomination and approval of adhoc committee to prepare for Hawaii State
CSW conference presentation (skipped due to time)
IX. OLD BUSINESS
A. Sub -Committee Memberships
a. Nomination and Election of Sub -Committee members
MOTION: Lisa moved to nominate Andrew, Hannah and Elena to serve on the
Nomination Committee to help with elections that will take place next month.
Shana seconded. All approved, motion carried.
ACTION ITEM: Nomination Committee to produce slate 2 weeks prior to June meeting.
B. Communications Sub -Committee reports
a. Status of Chair and Secretary email accounts
ACTION ITEM: Farrah to follow up again regarding email accounts
b. Facebook updates
Shana encouraged committee members to share updates or awareness
and educational campaign announcements to the CSW Facebook page.
Mahalo to Hannah for sharing the mental health awareness information
for posting. Mahalo to Lisa for helping to create the MMNHWG flyer.
C. Family Services Directory
i. Distribution log
1. Kahea shared directory with Hilton Vacations.
2. Contact Farrah if anyone is in need of directories.
C. Outreach Sub -Committee reports
a. 2022 Year of the Mother
Shana prepared certificates and a Thank You letter for service providers,
community partners, and participants in our online Talk Story Session for
their contributions to and support of our 2022 Year of the Mother initiative.
These will be distributed at the luncheon today at the Mayor's lanai. Also,
Mother's Day totes full of goodies was delivered to community
organizations in recognition of the women who supported the project.

d. Ma'i Movement
Farrah shared that some of the menstrual products have arrived at the
Prosecuting Attorney's office for inventory. Farrah will coordinate pick up.

E. Legislative & Advocacy
a. Human Trafficking
Kahea is partnering with others and will participate in World Trafficking
Campaign.
Approval of budget
MOTION: Kahea moved to requested $300 for purchasing 3 banners from
Creative Arts Hawaii, Andy seconded.
DISCUSSION: Members shared concerns that banner prices may
exceeded requested amount and suggested an increase.
REVISED MOTION: Andy moved to approve an increase in funds to $575
for purchase of banners from Creative Arts Hawaii. Kahea seconded. All
approved, motion carried.
b. Equal Pay

C. Hawaii Island Women's Leadership Summit
No report at this time.
X. ANNOUNCEMENTS
a. CSW meetings to remain on Zoom until further notice.
