• Discussion regarding creating a sub -committee to review recruitment, retention, and
resignations.
UNFINISHED BUSINESS
• 2022 State of Hawaii Police Commission Conference.
EXECUTIVE SESSION (CLOSED TO THE PUBLIC)
The commission will meet in executive session to consider charges against officers or
employees of the police department where matters affecting privacy will be involved, to
work on the evaluation of the Police Chief, to consider sensitive matters relating to public
safety, and may consult with Corporation Counsel on questions and issues pertaining to
the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-
5 (a) (2) (4) (6) and the Hawaii County Charter Section 13-20 (b).

CONSIDERATION AND INVESTIGATION OF COMPLAINTS (Briefly summarized)
• HPC 22-31 B: Complainant alleges that while practicing his 1st amendment right to
address his grievances, he was aggressively kicked out of the office and was
threatened to be arrested. (Continued)
• HPC 21-51: Complainant alleges that an officer was angry and rude towards her when
responding to a domestic dispute.
• HPC 22-19: Complainant alleges that an officer made false statements regarding the
weather conditions on a citation and while under oath, during a court trial.
• HPC 22-34: While arrested for driving under the influence, complainant alleges that he
was mistreated.
• HPC 22-16: Complainant states that officers failed to serve a temporary restraining
order in a timely manner. (Continued)
