Meeting Date: April 26, 2022

Location: Live-stream online meeting, with the West Hawaii Civic Center, Planning
Department Conference Room, Building E, 2nd Floor, 74-5044 Ane
Keohokalole Highway, Kailua-Kona, Hawaii, as the in-person meeting site
CALL TO ORDER
Commissioners Present: Shaun Roth, Jasmine Crusat, Michaela Ikeuchi, Riley Smith,
and Zon Sullenberger
Absent and Excused: Bryant Ching, Ann Kern, and Arne Werchick
Planning Department: Rosalind Newlon (Planner), Deanne Bugado (Planner), and
Noriko Sauer(Commission Secretary)
Applicants/Representatives: Ken Kilkuskie and Mattson Davis (New Business Item 1)
A quorum was present. Chairman Roth asked the Commissioners to disclose, as required by the
Sunshine Law, if there was anyone else at their remote location. Only Commissioner Ikeuchi
responded and disclosed that she was in a Starbucks where public members could pass by.
Chairman Roth reminded the Commissioners to keep their cameras on, also to abide by the
requirement of the Sunshine Law to have the quorum visible throughout the meeting, which is
five for this Commission.
Chairman Roth called the meeting to order. He introduced the Commissioners and described the
Commission's duties and meeting procedure.
APPROVAL OF MINUTES
Minutes of the Meeting of March 22, 2022.
At 5:26 p.m. Chairman Roth asked if there were any corrections to the minutes. No corrections
were offered, and the minutes were approved as circulated.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
There were no members of the public in attendance. Asked by Chairman Roth, Ms. Newlon said
that there were no written statements from the public regarding the agenda items.
NEW BUSINESS
1. PL-KVD-2022-000012: The applicant, Ken Kilkuskie, builder/consultant, for Manini
Holdings, LLC, is proposing exterior improvements for two existing industrial

buildings located on the north side of Pawai Place, in Kailua-Kona. The exterior
improvements include installing shade structures for outdoor seating areas outside of
three restaurant establishments located within the two buildings. The proposed
structure(s) are prefabricated and would consist of extruded aluminum structural
components with polycarbonate roof panels that are "dark grey" (tinted). The shade
structure would be black anodized aluminum to match the color of the aluminum
windows and door extrusions on the buildings. The exterior colors of the buildings will
not be changed.

The Commission took up this item at 5:26 p.m.
Ms. Newlon gave a PowerPoint presentation on the proposed exterior improvements. She
pointed to the subject property and existing improvements on a map and an aerial photograph.
She showed the three locations of the proposed shade structures and said that those outdoor
seating areas had been approved by both the Commission and Plan Approval in 2016. She
displayed a picture of the proposed dark-gray polycarbonate material and the extruded aluminum
material matching the bronze metal of the windows of the buildings. She presented another
picture showing the shade effect of the polycarbonate material. She recapitulated the proposal
and request for design review by going over the applicant's letter to the Commission. There
were no questions from the Commissioners.
Chairman Roth called upon the applicant for his presentation. Mr. Kilkuskie stated that it was a
straightforward project where the building owner and the restaurant owners wish to cut some of
the heat and keep the rain off of their outdoor seating areas in an aesthetic way. He said that they
wanted to stay away from wood or alternate materials and were pleased with the solution to use
the aluminum material that would match the existing structures. Upon inquiry by Commissioner
Smith, Mr. Kilkuskie said that the shade panels would be sloped, and that there had been no
discussion of adding rain gutters. Commissioner Smith expressed his support for the overall
development on the subject property, also mentioning the parking and the murals.
There being no further questions of the applicant from the Commissioners, Chairman Roth
opened the floor for comments and said that he was also in support of the application. He said
that the shade solution would be very durable and fit right in with the existing buildings. He also
commented that with the COVID-19 pandemic still ongoing, it was good to encourage outdoor
seating, and that having that sort of outdoor life would be very appealing in this neighborhood.
It was moved by Commissioner Ikeuchi and seconded by Commissioner Smith that the
Commission approve the application as presented. There being no discussion on the motion, a
roll call vote was taken, and the motion carried with five ayes (Ikeuchi, Smith, Crusat,
Sullenberger, and Roth), no noes, and three absent and excused (Ching, Kern, and Werchick).

ANNOUNCEMENTS
Chairman Roth announced that Commissioner Smith was going to retire from the Commission.
He thanked Commissioner Smith for his service. Commissioner Smith confirmed that he would
continue serving through the month of June.
Next meeting tentatively scheduled for May 10,2022.
At 5:37 p.m. Ms. Newlon said that staff would notify the Commissioners whether or not there
were any applications to be placed on the next meeting agenda as soon as she confirmed it.
ADJOURNMENT
There being no further business, Chairman Roth adjourned the meeting at 5:38 p.m.
