NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021, effective January 1, 2022, Cost of Government Commission meetings will be held online, and the location listed below is open to the public to provide testimony. Thus, the Cost of Government Commission can be viewed live on Zoom, or at the location listed below. Meeting minutes of the Cost of Government Commission will be posted on the Boards and Commissions website in the Cost of Government Commission folder. PRESENTATION ON IMPARTIAL AND FINANCIAL AUDITS OF COUNTY AGENCIES, PROGRAMS, AND OPERATIONS, RESPONSIBLE FOR PROCURING AN INDEPENDENT CERTIFIED PUBLIC ACCOUNTANT TO CONDUCT A POST -AUDIT OF THE COUNTIES FINANCIAL TRANSACTIONS AND ASSISTS THE COUNCIL IN ITS ADOPTION OF ANNUAL BUDGETS. Pursuant to HRS § 92-2.5(b), as amended, the formation of a Permitted Interaction Group to gather information, investigate, and make recommendations to the full Commission regarding the following matters: i. Public Access, Open Space, and Natural Resources (PONC) Expenditures: Explore the process for how new land is acquired and maintained; explore if budgeting is appropriate for the acquisition and maintenance of such properties; confirm the timely release of funds; confirm staffing is appropriate and sufficient; explore the process for vetting and selecting PONC stewards; explore whether PONC properties could generate revenue for the county in terms of access fees or permits for outdoor recreation b. Selection of permitted interaction group members. c. Determination of the scope of investigation and the scope of each permitted interaction group members' authority 9. DISCUSSION ON ITEMS TO BE PLACED ON NEXT AGENDA 10. ANNOUNCEMENTS: The next meeting of the Cost of Government Commission will be held on Thursday, July 28, 2022, at 2 p.m. by interactive video call via Zoom with in -person locations available for public access. 11. ADJOURNMENT Submitting Testimony: Those wishing to testify in person must register with the Commission Secretary at the meeting. Those submitting written testimony at the meeting should bring ten (10) copies for distribution. Please submit separate testimony for each item. Copies will be distributed by the commission secretary at the meeting only if they are received before Noon on the business day prior to the meeting. All oral and written testimony will be public record.
