Quorum was reached with six members present. II. ROLL CALL Members present: Andrew Langtry, Evelyn Kahea Lee, Shana Kukila, Elena Cabatu, Farrah -Marie Gomes, Hannah Pita -Preston, Christina Basham, Rachelle Agrigado- Betts, Cyd Hoffeld (ex-officio), Malia Kekai - Hawaii County Corporation Counsel (ex- officio) Members excused: Lisa Pana III. APPROVAL OF MINUTES for May 18, 2022 MOTION: Elena motioned to approve the meeting minutes from May 18, 2022. Kahea seconded; the Committee voted to approve. IV. TREASURER'S REPORT Andrew shared the committee budget update through May 2022 as follows: May expenses were $182 on cell phone safety cards, leaving a budgetary total of $6,755 remaining. Andrew shared that there are pending approved expenses totaling $3,179 with a remaining balance of $3,576 if all pending expenses are processed. Out of that remaining balance, there is another $3,250 has been allocated. ACTION ITEM: Farrah to follow up with Allen on expenditures for $2,250 and $1,000. MOTION: Elena motioned to approve the Treasurer's Report, Hannah seconded. All approved and motion carried. V. STATEMENTS FROM THE PUBLIC Mina Elison, curator at the Donkey Mill Art Center, shared that they are working on an exhibit planned to open in August. The title of the exhibit is Supporting Indigenous Sisters and will feature the artwork of 16 artists. The artwork will be on display from August 27 through October 15. There will be an in -person reception on August 27 from 4:00pm to 7:00pm. All members of the CSW are invited to attend. If you want to connect with Mina to discuss this or any other aspects of her work, she can be reached via email - mina(aWonkeymillartcenter.org. Christina shared that she would reach out to discuss some collaborations on community activities and events. MITCHELL D. CORRESPONDENCE No statements were received from the public. VII. REPORTS A. Hawaii State CSW (HSCSW) liaison report Cyd provided updates from State CWS meeting on Friday, June 3: • There was testimony on midwifery with concern around language going through legislation since there is no mechanism in state of Hawaii to qualify midwifery. There are classes and certifications that are mainland based and not offered in Hawaii. • The National Association for the Commission of Women (NACW) is hosting a conference in Reno Nevada on July 2. Members from the State CSW will be attending to represent Hawaii at the conference. • If the Hawaii County CSW has funding requests for next fiscal year, please forward it to the State CSW for consideration. There will be new funds available for next fiscal year. • Regarding Missing and Murdered Indigenous Women and Girls, Khara is willing to come to Hawaii Island to provide information as requested. President Biden recognized the State CSW and other organizations for their work concerning the MMIWG topic. • SR 117 proposes legislation about Filipino Domestic Violence. There is ongoing discussion on this legislation. Kahea mentioned that there used to be space in the Kona Family Court for mediation but there is now a lack of space for these meetings. • PSA's will continue for Sex Trafficking on Oahu. The State CSW will see if other counties can also be included in these. • With Ma`i Movement, there is collaboration with other organizations. Recently, there was distribution of period products on Kauai. • On Maui, there is legislation to recognize 911 dispatchers, who are mostly women, as first responders. SR 72 and 79 would recognize 911 dispatchers for their skills and provide needed support. • Planning continues for the July 22 CSW online conference. If there is content you want to add or create, please let the CSW know. • Shana asked what for the correct email address to send information to Hawaii State CSW Executive Director Khara Jabola-Carolus. Chair Gomes thanked Cyd for serving as Hawaii Island's commissioner to the State CSW and for being ex-officio to the Hawaii County CSW these past years, and we look forward to continued partnerships in the future. 2 MITCHELL D. Family Violence Interagency Committee (FVIC) East Hawaii updates - Shana shared that committee members shared about their projects: • Zonta is collecting DV statistics within CWS since there are currently no data reports from CWS • Children's Justice Center presented about the Family Court Symposium being held on September 9. Contact Terri if interested. There is a position open in Hilo for a forensic interviewer. • Kelden Waltjen asked that committee members please submit any ideas on legislation that might support the community to the Prosecutor's Office. West Hawaii updates • It was a short meeting with only a few people attending this month. • There was discussion about DV Awareness events and suggestions on what to do. • The Children's Justice Center also has a forensic interviewer position open in Kona as well. ACTION ITEM: Kahea to follow up with Allen to forward minutes from last meeting. C. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task Force Farrah shared that the task force meets tomorrow and since that group meets every other month, there are no new updates since the last CSW meeting. There should be an update at next month's meeting. Vill. NEW BUSINESS A. Approval to amend by-laws to address the following: a. Staggered terms b. Reappointments c. New member appointments Rachelle did you receive a copy of the bylaws and recommendations yet. Farrah suggested that this be tabled again to ensure all members have a copy of the bylaws for review. Malia also recommended one additional change to the bylaws. She will forward another version of the recommendations for review. B. Nomination and approval of adhoc committee to prepare for Hawaii State CSW conference presentation 3 MITCHELL D. ROTH County of Hawai` Mayor COMMITTEE ON THE STATUS OF WOMEN c/o 655 Kilauea Avenue • Hilo, Hawaii 96720 (808) 961-0466 • Fax (808) 961-8908 Hawaii County CSW previously agreed to provide a 10-minute presentation at the State CSW conference on July 22. This adhoc committee would help prepare the slide deck for the conference. The slide deck that Mihaela previously used for the presentation to the County Council could be used as a template. Farrah is willing to do the presentation if no one else is able to or would like to. MOTION: Shana motioned to approve that Hannah, Kahea, Farrah, & Christina form the adhoc committee to create the presentation for the conference, Rachelle seconded. All approved and motion carried. IX. OLD BUSINESS A. Sub -Committee Memberships a. Nomination and Election of Sub -Committee members ACTION ITEM: Circulate updated list of committees/members prior to the next meeting. B. Communications Sub -Committee reports a. Status of Chair and Secretary email accounts ACTION ITEM: Farrah to follow up again regarding email accounts. b. Facebook updates Shana gave a mahalo to all who go to the FB account and provide posts or comments. There are new videos up on the FB page including Father's Day messages about families. Please feel free to share to the FB page it is a public page - https://www.facebook.com/CSWHawaiiCounty C. Family Services Directory i. Distribution log 1. Christina has given out about 700 so far. She will send a list of where those have gone. 2. BISAC has handed out around 250. 3. The Communications sub -committee might want to keep this updated in a google sheet. 4. Shana created a pocket directory and will share that with Farrah. 5. Contact Farrah if anyone is in need of more directories. C. Outreach Sub -Committee reports a. 2022 Year of the Mother M MITCHELL D. The booth will be in the area of the bandstand from 11 am to 4pm. We will also have a vehicle in the parade and Kahea will be walking. Shana will share a project rationale for funding from next year's budget at the July meeting. This might also be a good item to consider asking the State CSW for support of. There have been two donation drives. The bags wills be taken to CFS shelters. In July, there will be a drive for backpacks. Discussion started about how to get the bags to the Kona shelter. b. CSW brochure Now that we have our 9` member, we can work on updating the CSW brochure. C. Teen Dating Violence The cell phone safety cards have been received. Farrah will provide some to Shana for distribution at the Pride event. Instead of tracking the number of cards that are distributed, the CSW will track the events at where the cards are distributed at. d. Real Women Essay No report e. Ma`i Movement Farrah shared that she has picked up the menstrual products from the Prosecuting Attorney's office. She will be working with Mal Movement and the high schools they are working with to distribute the items before the start of the new school year. D. Research Sub -Committee reports a. Status of Women Report Last report was done in 2021. The CSW should decide if they would like to do another report in 2022. b. Equal Pay No report 5 MITCHELL D. Human Trafficking Kahea shared thanks to Farrah for assisting with the banner layout and the Prosecuting Attorney's office for making the purchase. The banner will be used at the July 30 World Trafficking Day event. All members of the CSW are invited to attend. Shana will provide the tent, table and PA system for the event. There was discussion about continuing the dialog through the year and the dynamics involving trafficking. Ho'ola Na Pua will be providing trainings and support on Hawaii Island for the events in July. b. Equal Pay No report at this time. C. Hawaii Island Women's Leadership Summit No report at this time. F. Nomination Committee ACTION ITEM: Nomination Committee to produce slate 2 weeks prior to July meeting. X. ANNOUNCEMENTS a. CSW meetings to remain on Zoom until further notice. b. Farrah reminded the Nomination Committee that the slate for this year's elections needs to be received 2 weeks before doing elections. She asked the committee to submit 2 weeks before the July meeting so we can vote on the positions then. c. Andrew recommended that the CSW vote on the budget for next year.
